About WaterAid India:

Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of WaterAid International and uses the brand name â€˜WaterAid’ in India.

JSCF or WaterAid India (WAI) seeks to improve access to clean water, decent toilets and good hygiene foreveryone, everywhere. Our work is focused on the following themes:

  • Safe, assured drinking water at a household level.
  • Safely managed sanitation.
  • Water, Sanitation and Hygiene (WASH) in Institutions (Anganwadis, Schools and Health Care Facilities).
  • Hygiene education and Behaviour Change.

WAI country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Raipur and Patna. We currently work in 11+ states across the country.              Overall Responsibilities: 

  • As a member of the Country Management team, the position shall be responsible for ensuring that JSCF’s operations are in line with our country strategy, and that internal systems and processes enable quality program delivery.
  • The position will lead a multi sectoral state team. S/he will be a skilled and experienced people manager who will take a lead role in ensuring our work is consistent with our mission to achieve lasting transformation in the lives of the most marginalized.
  • Take ownership of the state programmes and donor commitments.
  • Provide leadership to the state programmes by empowering and developing staff and partners, influencing the sector, policy environment, public and private institutions.
  • To operationalize the state strategies, programme management, organizational effectiveness, policy and technical support initiatives in line with the strategic and multi-year plans of the organization.
  • Establish and provide technical support and advisory services to district and state level government.
  • Facilitate improvements in policies based on learning from our programme efforts to influence the sector, policy environment, and public and private institutions
  • Ensure the smooth functioning of State and District offices.
  • Ensure all compliances at the State and District offices under the jurisdiction. 

       Specific Responsibilities:

    Strategic planning & development:

  • Lead the development and operationalization of state strategies in line with country strategy.
  • Ensure successful and on time delivery of multiyear rolling plans and budgets.
  • Monitor the progress against strategic objectives using indicators and PME framework
  • Represent WaterAid externally in the State, ensuring that the organization’s vision, mission, values, and aims are communicated in a positive way
  • Build relationships between all key stakeholders in the State to support the development of the sector 

Programme & Finance Management:

  • Manage the development and implementation of multiyear and annual plans for the State in line with budgets and cash flow guided by programme strategy and finance manual.
  • Ensure that all global policies, systems, standards, and procedures with respect to PME are adopted and adhered to in the State
  • Design, develop, and implement programmes to enhance the capacity of the sector players and partner NGOs and other sector role players in the State to plan, facilitate, monitor and support sustainable water supply and environmental sanitation development
  • Ensure integration of the principles of Rights, Equity, and Inclusion in the State programme
  • Produce high quality annual and other periodical reports in the standard templates/formats for donors, as and when required
  • Ensure adoption and adherence of WaterAid’s financial management principles, standards,and controls in the State 

People Management:

  • Lead, manage, and motivate the team, creating an environment that enables staff to maximize their potential and facilitates high performing teams
  • Contribute to organization’s learning, and promote an environment for the learning and development of staff and partners
  • Identify and manage risk in the state; implement, review, and monitor risk register and the mitigation measures for the state including health and safety and security procedures
  • Collaborate with colleagues from across the organization to enhance relationships and ensure effective working
  • Contribute in the strategic planning and development of policies of the organization 

Eligibilities and requirements: 

Education

  • Post-graduate degree in Social Sciences, Social Work, Rural Management or any equivalent field, from a reputed university/institute. 

Experience

  • Should have 12- 15 years of work experience of which a minimum of 3 years in a leadership position with proven track record of complex program management and building and maintaining external relationships
  • Experience in integrated projects on water, sanitation and hygiene promotion or other social development efforts
  • Experience of working with government and NGOs along with an understanding of the issues involved.
  • Experience of managing budgets of minimum Rs. 3-5 crore annually.
  • Handled multidisciplinary field teams with direct reporting of atleast 7-10 staff.
  • Experience of working in Uttar Pradesh 

Attitude/Aptitude:

  • MIS data analysis, basic accounting understanding, budgeting is required
  • Passionate about bringing change directly and through leverage, convergence and alignment with Government
  • Ability to work with colleagues in a culture of mutual respect and learning 

Other specifications:

  • Good knowledge of the issues related to the state and sector
  • A clear and sound understanding of national development context, especially in water and sanitation
  • Leadership skills – Strategic, decisive, action oriented, and adaptable
  • Strong ability to lead, nurture and empower staff and partners at every level
  • Fluency in verbal and written English, Hindi and the local language
  • Superior networking abilities
