  1. The Government of South Sudan (GoSS), has received a grant from the International Development Association (IDA) of the World Bank to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing to recruit a Consultancy firm for Optimisation and upgrading of National Hydromet network and Data Management System (DMS) of Ministry of Water Resources and Irrigation, Republic of South Sudan. The consulting services will be carried out within a period of 10 months from commencement of the contract.

2. The overall objective of this assignment is to (re-)develop a hydrological information management system capable of generating information and products necessary for decision making during flood and drought risk preparedness and management, and early warning and early action and to improve climate resilient water resources management and enhance resilience to floods in selected river basins in South Sudan through institutional strengthening, water resources planning and improvement of flood protection infrastructure and services as well as enhancing a knowledge management system by strengthening the water information management system in South Sudan.

4. The Ministry of Water Resources and Irrigation (MWRI) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

i. The firm must be registered nationally or internationally with provision of hydromet services as one of its core businesses;

ii.A Minimum of ten (10) years as a consulting firm in undertaking comprehensive hydro-meteorological data and information management (from assessment, design, data gathering/monitoring through to transmission, processing, analysis, archiving/storage and dissemination).

iii.Experience of at least 3 assignments completed in the last 10 years of similar nature, scope and magnitude in the following areas:

a. Decision support systems for water resources management and development;

b. nformation and Communication Technologies in water resources management;

c. Hydro-meteorological database establishment, management and upgrading;

d. Experience working in data-scarce countries and in contexts affected by fragility, conflict, and violence.

e. Experience in sustainability of hydromet systems (via proper O&M)

f. Most recent and optimal use of hydrological and meteorological modelling suites; and

g. Development of a Water Information Management System (WIMS)

h.Capacity building and training.

iv. Submit technical and managerial capability of the firm/organization (Provide a description of the firm’s/organization’s profile, including its management structure, provide the list of experts required in the ToR for the performance of this assignment with the indicated qualifications and experience [CVs will not be evaluated at this stage]).

5. The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 revised and September 2023 [Procurement in Investment Project Financing; Goods, Works, Non-Consulting and Consulting Services], setting forth the World Bank’s policy on conflict of interest.

6. Consultants may associate with other firms/organizations to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s ‘Procurement Regulations for IPF Borrowers’ July 2016 and Fifth Edition September 2023.
