Job Description and Duties

The Salton Sea Restoration Office is looking for highly motivated, engaging, forward thinking, and team-oriented people to take on two challenging and rewarding positions in the Executive Division, Integrated Watershed Management Program.

Topic: Salton Sea Restoration Office – Program Manager I position

The incumbent will oversee a multidisciplinary DWR team and consultants in the development and planning of habitat restoration approaches around the perimeter of the Salton Sea based on a developed Salton Sea Management Program Phase 1: 10-Year plan.

The Program works under direction of California Natural Resources Agency Assistant Secretary for Salton Sea Policy, and includes engagement with Department of Fish and Wildlife, State and Regional Water Resources Control Board, US Geological Survey, US Army Corps of Engineers, US Bureau Of Reclamation, and US Fish and Wildlife Service staff, and will require understanding and operating within the mandates, directives and compliance of the Quantification Settlement Agreement, biological opinions and permits authorizing habitat development and dust mitigation at the edge of the Sea.

The Program is high profile and requires engagement with regional and local government agency representatives, Tribal Sovereign Nations, non-governmental organizations, and local irrigation districts, geothermal groups, and public stakeholders, as well as legislative representatives.

These positions are eligible to participate in a hybrid telework schedule requiring a minimum of one day in the office per week. Participation in telework is subject to the Department’s and the Executive Division’s policies and supervisor approval.

Regular travel to Southern California desert areas required. The position can be located in Imperial Valley.

Desirable Qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Candidates should have good expertise in the California Environmental Quality Act, Federal Endangered Species Act/California Endangered Species Act, and State-specific environmental regulatory processes and policies. Experience and training in program leadership/management skills, aquatic and fisheries sciences, natural resource stewardship, wetland or aquatic restoration planning and design related to tidal or saline habitats, understanding or experience with restoration engineering techniques and planning/designing mitigation, background or understanding of hydrologic sciences, grant program management, and ability to work effectively with SAP and budget processes. Familiarity with land use regulations, real estate transactions, and planning of wetlands desirable. The position will require expertise and strategic understanding of public engagement and working with landowners or lessees in developing landscape scale restoration opportunities.

Candidates should possess very good writing and public speaking skills and the ability to support collaboration within and between agencies and staff. Requires regular, reliable attendance and ability to travel in the Southern California region.  Ecological science or planning backgrounds are desirable.
