Job Description:

The Oregon Watershed Enhancement Board (OWEB) is searching for a candidate with interests and expertise in climate change resiliency and environmental justice and who are proficient with navigating complex partnerships to equitably support natural resources across Oregon. If you have experience with working collaboratively to compose policies and review scientific evidence to support water conservation and landscape resiliency, then we want to hear from you!

We are excited to present our Water and Climate Coordinator (Operations and Policy Analyst 4) position as Limited Duration role until June 30, 2025, and for internal State of Oregon candidates it may be offered as a job rotation with manager approval.

FLSA Status: Exempt, not eligible for overtime

Monthly compensation: $6,901- $10,161 base salary before PERS, $7,380-$10,866 after PERS.

Work Location: HYBRID. The work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that the work will need to be conducted onsite at the Salem, Oregon Headquarters, estimated at two times per month. Occasional travel to meetings and training may be required.

About the Oregon Watershed Enhancement Board

The Oregon Watershed Enhancement Board (OWEB) is a state agency that provides grants to help Oregonians take care of local streams, rivers, wetlands, and natural areas. Community members and landowners use scientific criteria to decide jointly what needs to be done to conserve and improve rivers and natural habitat in the places where they live. OWEB grants are funded from the Oregon Lottery, federal dollars, and salmon license plate revenue, among other funding sources. The agency is led by an 18-member board drawn from the public at large, tribes, and federal and state natural resource agency boards and commissions.

About the position

The Water and Climate Coordinator supports the agency’s climate initiatives while considering issues of equity and environmental justice. The coordinator will lead partnerships with state and federal agencies, local partners, and others to address complex, landscape-scale natural resource conservation issues through the development of strategic investment approaches and policy solutions. The position implements the OWEB board’s climate resolution, integrates climate criteria into the agency’s grantmaking, leads implementation of new grant offerings funded through state investments in natural and working lands, and identifies opportunities to leverage federal funding for climate-smart restoration and conservation projects. 

The position has regular contact with the agency director and deputy director, senior managers, the Governor’s Office, partner organizations, and Board members. The position works closely with the public, local governments, and state and federal agencies to give consultative advice; present findings; lead and facilitate collaborative groups; prepare materials for internal and external policy discussions, including those with the OWEB board and the Governor’s Office; produce strategic planning and policy documents; recommend policy or legislative changes; and plan and manage projects.

Minimum Qualifications

  • A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Natural Sciences, or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR;

  • Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Preferred Qualifications

  • Established working relationships with experts and leaders in climate change mitigation, adaptation, and resiliency, particularly in Oregon;
  • Demonstrated experience and successful large-scale project management involving complex issues and multiple partners;
  • Proven ability to manage multiple large and complex projects, simultaneously;
  • Experience developing and implementing grant programs and grant offerings;
  • Knowledge of federal programs that have a nexus with climate resiliency on natural and working lands;
  • Strong experience in developing and presenting natural resources information in clear and concise ways;
  • Excellent partnership development and collaboration skills;
  • Demonstrated ability to connect technical natural resources information to policy-level needs;
  • Excellent communication and presentation skills; and
  • A natural resources background.

Working Conditions

This role is office-based, requiring the ability to sit or stand for extended periods. Tasks include operating office equipment and computers, which involves repetitive arm, wrist, and hand movements. Occasionally, lifting and moving objects up to 35 pounds may be required, with assistance for heavier items. There may be meetings or duties outside of regular hours. The role involves moving between facilities and on-site locations, sometimes driving a vehicle. Travel to other locations or agencies for training or meetings, including overnight stays, may be necessary. There is a possibility of exposure to hostile or offensive behavior, so appropriate safety and protective equipment must be used, following established safety policies and procedures.
