Job Description
The Program Specialist II, under general supervision, will work as a member of a team providing leadership and support for various watershed assessment, planning, and implementation programs on a statewide basis. This position will primarily focus on working with stakeholders across Texas on implementing activities outlined in completed watershed protection plans. Activities may include but are not limited to organizing/leading education and outreach events and activities; coordinating management practice implementation; securing funds for local partners to implement practices and more. Initially, the successful applicant will participate in and eventually lead and support program and grant proposal development to secure extramural funding.
Responsibilities:
- Establish and facilitate local working relationships to foster watershed-based plan implementation to restore water quality in targeted areas across the state
- Manage project activities to ensure timely completion of deliverables, efficient spending and effective project completion
- Gather and assess watershed-based data to establish a needed understanding of current conditions
- Facilitate, coordinate, and collaborate with watershed stakeholders to relay information and develop watershed management strategies to restore water quality
- Evaluate programs to determine success, knowledge gained, and/or other key metrics needed to measure program impact.
- Maintain effective communication with TWRI administration regarding research initiatives and project development
- Represent TWRI at local, national, and international meetings to disseminate research findings and network with peers in the field
- Work with TAMU System administration and faculty; research and Extension personnel; federal and state agencies; non-profit organizations; personnel with other universities, centers, and institutes; and other partnerships to plan and develop projects and grant proposals to address critical Texas water issues
- Support other related water management programs underway or under development at TWRI including water monitoring or education and outreach programming
- Provide support to TWRI workshops and meetings across the state
- Mentor and enlist TWRI students to support project activities
- Other duties as assigned.
Required Education and Experience:
- Bachelor’s degree in Hydrology, Water Management, Agricultural Science or closely related field or equivalent combination of education and experience
- At least two years of related project/program management experience
Preferred Education and Experience
- Master’s degree in Hydrology, Water Management, Agricultural Science or closely related field
- At least two or more years of grant writing, project/program management, in depth knowledge of the Texas watershed planning and implementation process, direct experience in watershed management, planning, implementation or related activities
Required Knowledge, Skills and Abilities:
- Excellent written and verbal communication and information delivery skills
- Working knowledge of MS Office Suite
- Ability to work outdoors in potentially inclement weather conditions
- Ability to work independently with minimal supervision
- Ability to multitask and work cooperatively with others
- Ability to lift moderately heavy objects
- Ability to exert heavy force
- Ability to interact effectively with various groups including the public, agricultural interests, city and county officials, non-profit and environmental advocacy organizations, river authorities and water resource personnel from Land Grant Universities and state and federal agencies
- Ability to travel statewide as necessary to perform salaried job duties
- Ability to work beyond normal business hours as job duties require
Preferred Knowledge, Skills and Abilities:
Working knowledge of water monitoring systems and experimental design
Preferred licenses, certifications, or registrations:
Valid Texas Driver’s License
