Objective and Purpose of the Assignment
Due to delays in hiring a construction supervision consulting company, there was a need to hire an
individual consultant to conduct construction supervision until the company was hired (presumably the
company will be hired in the middle of March (but mobilization may be until end of April 2024). Until
then, and for the first time since the mobilization of the construction supervision consulting company,
the individual consultant will have to be constantly on the Site * and provide all services related to
the technical supervision of construction on the site entrusted to him.
This individual consultant will be responsible for overseeing all construction activities, ensuring
compliance with project plans and specifications, and addressing any issues or concerns that may arise
during the construction process. Additionally, they will collaborate closely with the project team (incl
Project Manager) to ensure timely completion of the project and adherence to quality standards.
Supervision is necessary for the Contracting Company that signed the contract under the number
IUDP/DJZ/WS01.

Scope of Work
The primary place of assignment is office which located in temporarily constructed building (camp)
Contracting company in Djizzak work places.
The Consultant must perform construction supervision in accordance with the terms of the contract:
«Djizzak City Bulk Water Supply System Improvements» IUDP/DJZ/WS01 dated November 13, 2023, for works
signed with PIU IUDP as well as in accordance with the current legislation of the Republic of Uzbekistan.
PIU IUDP and the international supervision specialist which accountable to International Project Manager
will distribute supervisory functions over the above-mentioned construction contracts among the national
supervision engineers employed.
Individual consultant will undertake the role of the Civil Engineer (as the employer’s representative).
He will take responsibility for all construction supervision related tasks for all contracts located in
Djizzak city.
Detailed Tasks and/or Expected Output
The services to be provided by the Consultants include but are not limited to, the following:
I. Review all contractual documents, drawings and warn the Client for inconsistencies/deficiencies and
take necessary corrective action with Client’s approvals;
II. Convene and/or attend all meetings required to manage and carry out the services necessary for
project activities, including periodic meetings with contractors to review progress.
III. Report of progress on site and follow the instructions of Project Manager (representative of the
Client)
IV. Providing supervision of site construction works and liaising with the contractor, including the
supervision of daily construction works to ensure compliance with standards of materials and quality of
construction, design documentation and specifications.
V. Supervision of compliance of the contractor’s design documentation and equipment for construction.
VI. Ensure that the contractor complies with the relevant ADB security policies, including those related
to environmental management and involuntary resettlement/land transfer. Checking the validity of permits
of environmental organizations and bodies related to construction work.
VII. Review contractors’ work plans to ensure that they meet project criteria, protect the safety of the
public and workers, and take full account of special and/or hazardous conditions. Advise on safety and
security issues.
VIII. Inspection of all works, reject defective works, conducting continuous inspections of the work
performed, supervision of the verification of materials and review of the results of such tests reported
by the contractor.
IX. Review of all study and planning reports in order to determine errors in measurement methods on the
part of the contractor.
X. Maintaining accurate and complete records on the construction site, including, but not limited to,
the daily diary, monthly reports, photographs, measurement books, inspection results, dates and details
of the works handed-over to Client.
XI. Once the work is completed, it is essential to obtain confirmation from the relevant parties
involved. This confirmation ensures that all aspects of the task have been successfully addressed and
meet the required standards
XII. Review of contractors’ civil and installation drawings for all reinforced concrete works and
installation of mechanical equipment.
XIII. Review and verify as-built drawings prepared by contractors and other documents necessary for
proper operation and maintenance of installations/structures.
XIV. Ensuring continuous reproduction of as-built drawings for all contracts, including detailed as-
built information. It is also necessary to keep a careful record of changes in the network layout in
order to update water supply network maps.
XV. Preparation of monthly reports and brief information to the Project Manager.
XVI. The Civil Engineer will be responsible for provision of technical supervision and coordination of
engineering design construction aspects under the contracts located in Djizzak city in conformity with
the existing norms and regulations of the Republic of Uzbekistan.
Minimum Qualification Requirements
Preferred Qualifications and Experience: He/She shall have: (i) MSc degree in civil engineering or
similar; (ii) at least 10 years of general experience with 5 years of combined experience in
construction civil and water projects; (iii) at least 5 years of experience for construction site
supervision consultancies in similar projects financed by ADB or other IFI; (iv) Knowledge of the local
language is desirable, knowledge of English is a plus.
Minimum General Experience: 10 Years
Minimum Specific Experience (relevant to assignment): 5 Years
