JOB DESCRIPTION

Job Title : Senior Programme Manager

Department : Emergency Management and Developmental Programs

Reporting Line : Programme Head – Environmental Sustainability

Position Location : Navi Mumbai, Maharashtra

JOB SCOPE:

The Senior Program Manager will be responsible for overseeing and coordinating the various projects under water conservation, disaster risk reduction, biodiversity and climate change adaptation, afforestation and environmental sustainability program in Kokan region of Maharashtra. The role entails effective stakeholder engagement, site identification for plantations, vulnerability assessments, community-based adaptation initiatives, and the development of knowledge products and training materials. The incumbent will play a crucial role in ensuring collaborations with local communities, government bodies, and relevant organizations to ensure the successful implementation of the program. The incumbent is expected to bring a high level of commitment, strategic thinking, and collaboration skills to drive the successful implementation of the various programs in region.

MAIN RESPONSIBILITIES AND TASKS

Program Leadership:
1. Manage the water conservation, disaster risk reduction, biodiversity and climate change adaptation, Afforestation and environmental sustainability programs in Kokan region of Maharashtra.
2. Provide strategic direction and oversight for all program activities.

Stakeholder Engagement:
3. Facilitate effective engagement with project stakeholders, including local communities, Panchayats, and District or State Administration.
4. Maintain collaborative relationships with organizations involved in climate change adaptation in Kokan region of Maharashtra.

Site Identification and tree Plantations:
5. Identify and secure suitable land sites for tree plantations through collaboration with local communities, Panchayats, and government authorities.
6. Strategically plan and execute tree plantation drives, focusing on native species, Miyawaki, and fruit bearing plants.

Vulnerability Assessment and Reporting:
7. Support in HVRA, Ecological and hydrology assessments.
8. Support in comprehensive synthesis report summarizing climate change impact, vulnerability, and adaptation assessments, providing actionable recommendations.
9. Support the participatory rural appraisal of the project’s operational area to ensure community involvement and empowerment.

Community Engagement and Awareness:
10. Conduct awareness programs and meetings at the community and school levels.
11. Coordinate with Gram Panchayat, village leaders, school administration, and Self-Help Group (SHG) entities to enhance community participation.

Knowledge Products and Training:
12. Conceptualize and provide support for the development of knowledge products and training materials.
13. Target villagers and stakeholders, with a special emphasis on women, youth, and marginalized groups.
14. Additional Responsibilities: Perform any additional duties as assigned by the line manager to contribute to the success of the program.

Administration:
1. To maintain and file all relevant documents pertaining to project activities, administration, human resource, finance, account, and audit.
2. Send monthly MIS (Non-Financial) on or before 3rd day of every month for previous month in the approved format.
3. Visit all Project villages in the operating location regularly or more frequently as needed either by available public transport or company / personal vehicle (as per travel and vehicle usage policy).
4. Attend internal review meetings at scheduled location.
5. Ensure protection, security and maintenance of Company’s Assets and Office premises.
6. Ensure recording of movement of Company’s Assets and Office premises keys.
7. Ensure procurement of Services / Goods as per approved Budget and procurement policy.
8. Ensure preparation and signing of Purchase / Work order sanctioned at position level.
9. Ensure preparation and submission of documentation required for payment of financial assistance to Beneficiaries.
10. To obtain and submit proper bills / receipt / voucher while incurring any expenditure related to Project.

Human Resource:
11. Ensure active implementation of HR policies and procedure.
12. Ensure monthly submission (on or before 2nd day of every month for previous month) of leave record to Admin personnel at HO
13. Ensure implementation of exit formalities as per the policy.

Finance, Account and Audit:
14. Ensure active implementation of financial policies and procedure.
15. Preparation of voucher and disbursement of payment for all expenses incurred at operating location and obtained authorisation.

MAIN ACCOUNTABILITIES:
Any other duties as may be required by the management.

SPECIFICATIONS (MINIMUM REQUIREMENTS):
Education: Post Graduation in Rural development/ Development Studies/ Social Work/ Sustainable Development/ Disaster Management

Experience: Minimum of 7 years and above experience in Social Sector.

Technical Skills:
• Excellent project management skills
• Expertise in rural development, water conservation, disaster risk reduction, biodiversity and climate change adaptation, afforestation and environmental sustainability program
• Excellent in building community relationship and mobilisation
• Experience of working in a multidisciplinary team
• Excellent analytical skills
