This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This position is located in the Water Supply Planning Branch of the Water Planning Section. The Water Planning Section develops standards, rules, and management strategies to protect water quality, carries out water supply planning, provides guidance to local water systems, and monitors drought conditions. 

Key Responsibilities: 

  • Provide technical oversight of the regulations of the Interbasin Transfer Certification program; work with policymakers to review and update current statutes and regulations, modify and clarify existing policies, and study and develop future policies related to Interbasin transfer. 
  • Administration of Interbasin Transfer Certification program. Typically handles multiple transfer requests at any given time, with each request requiring 36 to 60 months to process.  
  • Provide assistance to applicants and serve as liaison between the applicant and the EMC. 
  • Work with applicants and numerous state and federal resource agencies to customize the scope of work appropriate for each request; evaluate the need for a transfer and potential impacts of proposed transfers.
  • Conduct water resource availability and capacity use investigations to determine alternative management solutions for meeting water supply needs, including project management of complicated and detailed studies, coordinating data collection, analysis, and technical report preparation.
  • Prepare and present legal and technical information and public education information on issues including: interbasin transfers, water supply planning, management of water resources, and permitting to various groups (e.g., Environmental Management Commission, trade organizations, professional groups, units of government, nonprofit organizations, and the public).

Additional information:

  • Must be proficient with the State’s Environmental Policy Act to navigate processes efficiently.
  • Must have a working knowledge and understanding of modeling techniques (e.g., computer modeling of river basin systems)
  • Must be able to communicate complex environmental or scientific information verbally or visually in easy-to-understand formats to any audience.
  • Interbasin transfer requests are typically controversial, because of riparian water rights, geopolitics, and competition for regional water resources. As a result, this position will need to make difficult, yet defensible, decisions which may draw criticism and potentially legal challenges.
  • Valid North Carolina driver’s license required.
  • Occasional overnight travel.

The Division of Water Resources:
The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. To qualify for this position, applicants must document on the application that they possess ALL of the following: 

  • Demonstrated knowledge of water resources or hydrology. 
  • Demonstrated knowledge of state or federal environmental laws, rules, regulations, or policies that govern Interbasin transfers. 
  • Demonstrated experience reviewing, analyzing, and/or interpreting scientific data, published scientific studies, technical reports, and/or water resources investigations.
  • Demonstrated experience communicating information in verbal, written, and/or digital format(s) to state, federal, or local officials, other state agencies, stakeholders or the public.

Minimum Education and Experience Requirements

Master’s degree in one of the agricultural, biological, engineering, environmental, or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three years of experience related to the area of assignment; or an equivalent combination of education and experience.
