Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP’s water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative Project Manager (NM) for a position with the Stream Management Program, Watershed Lands and Community Planning Division within in the Watershed Protection Programs Directorate, located in Kingston, New York. The Stream Management Program (SMP) within DEP’s Bureau of Water Supply works with local partners (primarily county soil and water conservation districts) to plan, design and implement state of the art stream restoration, streambank stabilization, bioengineering, riparian planting, and flood hazard mitigation projects in the New York City West of Hudson watershed. Through several large, complex, multi million dollar funding contracts with local program partners, the US Geological Survey, and professional engineering consultants, the SMP uses a science based ecosystem approach to plan, design and construct projects that benefit watershed communities and protect and restore the natural function and ecological integrity of Catskill streams, floodplains, and riparian buffers.

Under administrative direction, of the Watershed Lands and Community Planning Division Chief, the Administrative Project Manager (NM) will serve as Section Chief, Stream Management Program and will be responsible for managing and overseeing all aspects of the SMP to implement the City’s Long Term Watershed Protection Strategy and ensure compliance with the City’s Filtration Avoidance Determination (FAD). The SMP Section Chief leads a team of 8 professionals, including scientists, engineers and project managers, who collectively work with their local counterparts to design and implement a variety of stream related projects within each reservoir basin in the West of the Hudson watershed. Specific duties include:

– Supervising four direct reports and providing leadership and guidance to a total team of 8 professionals who work in two separate office locations (Arkville and Kingston). Supporting team building and succession planning efforts.

– Leading and or assisting with the negotiation, drafting, and oversight and management of more than a half dozen DEP contracts that fund various elements of the SMP, including core program contracts with five county partners, a research contract with the US Geological Survey, two contracts with local universities for education, training and field work support, and several contracts that employ professional engineering consultants.

– Ensuring that SMP project managers understand the terms of the contracts they manage and fully comply with all bureau, agency or city policies and directives relating to contract management and budget oversight.

– Representing DEP interests by participating in stakeholder discussions regarding SMP matters, including future renewals of the City’s Filtration Avoidance Determination (FAD) and Water Withdrawal Permit (WWP).

– Fostering and maintaining excellent partner relations with county agencies and other local, State and federal stakeholders involved in the ongoing implementation of the SMP.

– Coordinating and collaborating with other DEP work units to support and ensure SMP research is integrated with other bureau, agency research efforts to the extent practical, including support for climate change initiatives.

– Supporting the leveraging of City funds with local, State and federal matching grants as opportunities arise.

– Managing the capital and expense budgets for the entire SMP, which includes in house professional engineering service contracts, internal procurements, and contract payments to local program partners.

– Ensuring the preparation and timely submission of program evaluation reports, annual progress reports, rolling 2 year action plans, senior staff briefings, and other internal and external reports as requested or assigned.

– Developing, updating and following internal policies and SOPs to ensure the SMP continues to operate optimally.

– Providing expert policy counsel and technical support to senior staff in the bureau and agency on various stream related matters, including flood response and flood hazard mitigation strategies.

– Overseeing and managing special projects, programs or initiatives as requested or assigned.

– Conducting public presentations to internal and external audiences as requested or assigned.

Preferred Skills:

– Driver’s license valid in the State of New York

– Proficiency with Microsoft Office Suite including Word, Excel, Outlook, PowerPoint and Teams

– Proficiency with Adobe Acrobat (advanced PDF assembly)

– Working knowledge of Geographic Information Systems (GIS)

– Experience with DEP’s Watershed Lands Information System (WaLIS)

– Experience with to water resources, drinking water quality, natural resource management, land use planning and conservation, communications, outreach, contract management, project management, budget oversight, and City procurement

– Experience working with partners and stakeholders and leading interdisciplinary teams

– Expertise and knowledge of stream ecosystems and stream restoration principles

– Excellent management skills

– Exceptional written communication skills, ability to edit is critical

– Attention to detail balanced by the ability to see the bigger picture

– Strategic thinker, critical thinking and analysis, and well organized planner

– Understanding of organizational polices, SOPs and processes

– Ability to convey technical information effectively to a nontechnical audience

Kingston is a City in Ulster County, New York approximately 90 miles north of New York City.

Minimum Qualifications

1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in “1” above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or

3. Education and/or experience equivalent to “1” or “2” above. An accredited Master’s degree in one of the disciplines described in “1” above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in “1” above.
