The Nile Basin Initiative [NBI] is a an intergovernmental partnership of the ten Nile Basin States to develop the river in a cooperative manner, reduce poverty, reverse environment degradation, share substantial socio-economic benefits, to promote regional peace and security(www.nilebasin.org). 

The Eastern Nile Subsidiary Action Program (ENSAP) of the NBI is launched by Egypt, Ethiopia and the Sudan (Republic of South Sudan joining in 2014) to initiate concrete joint investments and action on the ground in the Eastern Nile sub-basin in the areas of power generations and interconnection, irrigation and drainage, flood preparedness and early warning, watershed management, development of planning models and joint multipurpose programs. ENSAP is governed by the Eastern Nile Council of Ministers [ENCOM] and implemented by the Eastern Nile Technical Regional Office [ENTRO] stationed in Addis Ababa, Ethiopia. Funding for ENSAP accrues from Eastern Nile countries and varied bilateral and multilateral development.

ENTRO is the regional body supporting ENSAP Team and the Eastern Nile Council of Ministries (ENCOM) in the management and implementation of ENSAP, established in 2002 and located in Addis Ababa, Ethiopia. ENTRO now intends to recruit competent experts to fill position of Water Resource Modeling and Knowledge Management Officer. This position is a national position and is responsible for the update and maintenance of the suit of water simulation & water resource models, optimization tools and toolkits, and producing public domain knowledge products and analytical tools and in addition is responsible for the coordination of all knowledge related activities in ENTRO through the establishment and strengthening  of knowledge management system so that all knowledge generated is captured, stored and made available to policy/decision makers, researchers, and other required proven ability to work in a complex multicultural environments and deal with all levels of officials from government, international agencies, private sector & societies. It also requires excellent communication skills and full computer literacy and proficiency in English language with proficiency in Amharic or Arabic Languages as advantage.

The Modeling and Knowledge Management Officer reports to Head Water Resources Management Division and shall lead take a lead in ENTRO Modeling Team in the development of analytical tools & modeling activities to strengthen knowledge base and analytical tool and modeling activities to strengthen the knowledge base and analytical tools for the eastern Nile. 

Major Duties and Key Responsibilities:  Under the overall supervision of the Head Water Resources Management Division, the Modeling and Knowledge Management Officer will be responsible to undertake the task below in close collaboration with the IT department, ENSAP Senior Regional Project Coordinator, Regional Project Coordinators and other functional units in ENTRO. Modeling: Conduct basin -wide water resource analysis. This shall include water budget under both existing & future conditions, Demand-supply under different scenarios, Responsible in developing water resource Modelling tool and adopting previous tool for making information decision for future investment in the EN, Responsible in generating information that need to be simulated from the water resource Modelling tools and knowledge products, Supervise any Modelling activity done under the Water Resource Management Division like the flood forecasting activity by coordinating and quality assuring the products, Carry out water resource modelling setups, calibration, analysis and results as well as carry out data organization, processing and harmonization, Responsible for supervision consultants, interacting with other colleagues and ensuring they work together in planning and executing the work. There is also room for coaching to help other staff members understand modelling. S/he also has a task in development and training of country specialists on modelling tools. Knowledge Management: Ensure that an ENTRO knowledge management team (comprising at least of the GIS Specialist, Natural Resources Management Specialist, Librarian, IT Officer, etc.) and provide leadership to the team so as to strengthen and sustain knowledge management within ENTRO, Manage a process that aims at establishing working routines and attribution of tasks within ENTRO and its member countries that assure that relevant information and knowledge shall be readily available to support all ENTRO tasks and activities  and Ensure that assessment of knowledge needs and knowledge management tools are conducted; a comprehensive knowledge management system which includes routine procedures for information and knowledge exchange and procedures for establishment of system information requirements is designed; and an integrated data base system is developed for data sharing, documentation and information functions of flood forecasts.

Qualifications and Competencies: Advanced university degree (Master’s degree or equivalent) in in Civil/Water Resources Engineering, Hydrology, or other technically related field approch required; ideally be a professionally qualified modeler with knowledge of formulation of development scenarios including management of water resource modeling and software application. Minimum of 7 years of related work experience in, with recognized technical expertise in water resource Modeling for master’s degree holders or 4 years of relevant work experience for PhD holders. Certified training and experience in Models like River Warer, RIBASIM, SWAT, HEC Suits(Hec HMS, Hec RISM, ets) Mike Basin, Mike Hydro, GAMS, GIS, VB, Excel macro’s, etc) required and NB DSS  is a plus. Previous of work experience in in Nile Basin Initiative is an added advantage. Experience iwith Integrated Resource Management with a background in hydrological and hydraulic modeling & also knowledge of, experience of in working with transboundary water resource issues. Experience in programming language is required.

Demonstrate writing, analytical presentation and reporting skill and ready to work in a multi-disciplinary team and under pressure. The expert should be fluent in English language and should have high standard of coaching (leading) experience together with written & oral presentation.

The workstation is ENTRO in Addis Ababa, Ethiopia, although work might necessitate field trips within and outside the Eastern Nile countries.
