Established in 2010, the National Adaptation Plan (NAP) is the main UNFCCC-led instrument for coor-dinating and driving identification of climate change adaptation needs and strategies. At the end of 2022, 31 developing countries have submitted their NAPs to the UNFCCC. Libya is not one of these, despite climate change impacts, such as increased floods and desertification affecting the country. Although the country ratified the Paris Agreement in 2021, they have not submitted the requisite policies, plans or reports (core problem). The Project has the objective to strengthen the national capacities for the implementation of the international climate change agenda, including support for the development of a national adaptation plan, and strengthening institutional capacities.
