Objective and Purpose of the Assignment

A Water Resources Advisor is required to provide technical advice to the Asian Development Bank (ADB)
with regards to ongoing and planned water storage projects and landscaping works on the Bagmati River
Basin being financed by ADB under the Bagmati River Basin Improvement Project-Additional Financing
(BRBIP-AF), and proposed Nagmati Environment and Water Project (NEWA). The Water Resources Advisor’s
scope of work will include review of and advisory services to the ADB project officers on technical,
financial, and contractual matters related to the ongoing and proposed works under the above projects.

Scope of Work

Review of as-built drawings and detailed design of proposed dams; risk analysis; cost estimates and
financial analysis; contractual matters related to recently completed civil works packages; and
oversight of defects corrections.

Detailed Tasks and/or Expected Output

The specific responsibilities of the Water Resources Advisor will include:

• Reviewing the as-built drawings of Dhap Dam and river corridor landscaping packages, and supporting
the verification of defects corrections requested from the contractors;
• Advising on contractual matters related to Dhap Dam, river corridor landscaping works, and the Tukucha
wastewater treatment plant;
• Reviewing the scope, detailed design, and cost estimates of the new landscaping works to be financed
under the BRBIP-AF;
• Reviewing the detailed technical design and cost estimates of the proposed NEWA project;
• Assessing the hydraulic and hydrological aspects of and potential risks associated with the Dhap Dam
and proposed Nagmati Dam;
• Supporting the ADB team and Department of Water Resources and Irrigation to develop effective
communication material;
• Supporting the ADB project officer to review the pilot work done under BRBIP on rainwater harvesting
and groundwater recharge, and assist in coordinating with the local governments to institutionalize the
proposed subsidy programs; and
• Supporting the ADB project officer to coordinate with the Ministry of Energy, Water Resources and
Irrigation, Ministry of Urban Development and relevant local governments with regards to the BRBIP-AF
and NEWA project.

Minimum Qualification Requirements

• Master’s degree in water resources engineering with over 15 years of experience;
• Prior experience in dam engineering, hydraulics, and hydrological assessments;
• Experience working with development partners.

Minimum General Experience: 15 Years
Minimum Specific Experience (relevant to assignment): 10 Years
