Key Responsibilities:

To support WV Indonesia’s strategic objective, particularly Ministry Impact 3: Increase in children who are well-nourished (ages 0-5) (CWBO #5) such that there is an increase in community access to water and sanitation, and the practice of hygiene within WV’s ministry areas. This will be achieved by providing technical support to WVIDN’s Water, Sanitation and Hygiene programme (including advocacy, emergency response, and acquisition), ensuring projects and staffs meets performance goals, and by increasing accountability and quality in a way that reflects World Vision’s core values, mission and strategic directions. The Water, Sanitation and Hygiene Specialist will maintain and enhance the role and positioning of Wahana Visi Indonesia in advocating for and responding to Water, Sanitation and Hygiene needs in Indonesia as related to WV Indonesia Strategy. 

Strategy Development & Planning 

  • Develop and implement a rolling 5 years Water, Sanitation and Hygiene strategy (including geographic and sectoral priorities, key advocacy issues, funding growth plan and networks) which is aligned to National and Partnership strategy. 
  • Lead WASH landscape analysis at the national level, develop, implement and monitor annual Water, Sanitation and Hygiene business plan, including budget, HR plan and key health milestones, to inform the WV Indonesia National Strategy and Corporate Plan, and technical program development process 
  • Contribute to ongoing development and implementation of WV Indonesia National Strategy and Corporate Plan  
  • Support Grant Acquisitions, Zone Manager(s), Area Program(s) and Manager(s) of Water, Sanitation and Hygiene Projects to develop, implement and monitor projects and Area Program(s)’ Water, Sanitation and Hygiene business plan, including budget, HR plan (staffing, recruiting) and key health milestones. 
  • Identify and analyse relevant underlying WASH-related causes of poor child well-being outcomes to understand current risks and vulnerabilities, especially for most vulnerable children  
  • Support the WASH team to identify and analyse relevant WASH challenges related to fragile and emergency contexts, where applicable  
  • Lead writing of WASH components of WV national strategy, ensuring alignment with WV regional and global WASH guidance 

Resource Acquisition & Management 

  • Utilise data from landscape analysis to describe trends in risk factors for poor WASH among key population groups and most vulnerable children  
  • Provide budgeting framework for Water, Sanitation and Hygiene interventions to project and program staff. 
  • Support Zone Manager(s), Area Program(s) and Manager(s) of Water, Sanitation and Hygiene Projects to monitor costs of Area Program/Project’s Water, Sanitation and Hygiene interventions to ensure cost-effectiveness of interventions and to identify ways to leverage our Water, Sanitation and Hygiene programs 
  • Identify new funding opportunities and negotiate “Project Charter” for development of proposal or assessment. Contribute to cross-functional teams as agreed in Project Charter for development of new projects; this may include leading in the preparation of grant proposals. 
  • Support Grant Acquisitions, Zone Manager(s) to develop and monitor annual Water, Sanitation and Hygiene budget (including AP, private and grant funding) in alignment with National and Regional Strategy; and AP priorities. 

Capacity Building and Technical Support 

  • Support the Zone and Area Program/Project(s) to identify Water, Sanitation and Hygiene as a project goal within log frame through trainings, awareness raising, communications, etc. 
  • Support the Area Program/Project(s) to have at least one staff trained with basic Water, Sanitation and Hygiene competencies: Develop a standard for Area Program/Project(s) to define basic Water, Sanitation and Hygiene competencies and training modules to improve competencies. 
  • Support Area Program/Project(s) in Water, Sanitation and Hygiene Evaluations, as agreed in Project Charters and assist Area Program/Project(s) in interpretation and use of data. 
  • Serve as a resource and spokesperson on Water, Sanitation and Hygiene issues both in Indonesia, and within the World Vision partnership. 

Accountability & Quality Assurance 

  • Ensure continued post-implementation monitoring per relevant national office and global standards 
  • Support the Area Program/Project(s) to have sound Water, Sanitation and Hygiene strategies (design documents and annual operating plans) through peer review of LEAP documents, and support for community needs assessments, baseline surveys, etc. 
  • Support Program Dept and Grant Contract Acquisition Compliance to continually monitor Water, Sanitation and Hygiene projects to ensure that they meet World Vision International and donor accountability standards. 
  • Together with Program Dept and Grant Contract Acquisition Compliance assist project managers in the preparation of professional and high quality quarterly, annual, and end of project reports as required by World Vision, government donors, and others. 

Networking & Coordination 

  • Represent WVI’s WASH sector to external audiences to increase technical branding and generate resource development opportunities.  
  • Enhance relations with government donors, supporters, and World Vision support offices to increase credibility of WVIDN Water, Sanitation and Hygiene program. 
  • Develop robust partnerships with Ministry of Health and other health institutions at National and Provincial levels, other key non-governmental organisations (NGOs) and International Organisations (IOs) for shared learning, to increase effective collaboration, prevent duplication, and identify remaining gap joint implementation and leveraging of similar Water, Sanitation and Hygiene interventions. 
  • Identify advocacy issues and support WVIDN’s and Partnership advocacy initiatives for improved Water, Sanitation and Hygiene at local, national and international levels. 
  • Contribute to partnership learning for Water, Sanitation and Hygiene 

Management and Leadership 

  • Provide self-capacity building in Water, Sanitation and Hygiene, workload management, and orientation; 
  • Create enabling and positive team environment where colleagues are able to develop their spiritual gifts and grow in Christian maturity. 
  • Create an enabling and positive team environment where staff are able to develop their talents and grow in their development sector skills, knowledge and professionalism 
  • Model a biblical view of leadership. 
  • Submit Monthly Management Reports with completeness, quality and timeliness  
  • Facilitate spiritual nurture activities for team members according to WV core documents. 
  • Coordination and work planning with other specialists to ensure program implementation as standard. 
  • Ensuring alignment to safeguarding of WASH technical programme activities.  

Required Professional Experience 

  • At least 5 year experiences programme or project design, implementation, monitoring, evaluation and report writing in WASH and Social Development related projects preferably in the context of international development or humanitarian work. 
  • Demonstrated experience in working with diverse stakeholders, including government agencies, NGOs, and community-based organizations. 
  • Experience in managing and providing technical support to WASH program/project. 
  • Experience in developing proposal. 
  • Experience in leadership and capacity building skills 

Required Education, training, license,  registration, and  certification 

  • Master degree in Environment Health, Environmental Engineering, or relevant fields 

Preferred Knowledge and Qualifications 

  • Understanding of common approaches to issues of community and institutional (e.g., school and healthcare facility) WASH services ; Types of WASH technologies and construction processes and also water quality standards and treatment practices  
  • Model a high standard of personal integrity, maturity, and behaviour in line with WV’s  core values, Christian identity and policies as an example to staff and to external contacts. 
  • Alignment with Wahana Visi’s core values, mission, and strategic directions   
  • Literacy in global and national WASH and health issues and policies. 
  • Excellent interpersonal, representational and networking skills and cross-cultural sensitivity. 
  • Computer literate in MS Office Suite, Epanet, AutoCad, SPSS, EPI INFO (or other quantitative data management softwares, qualitative data management softwares), email and internet.
