Duration of contract: 2 years

Up to 3 months in an IsraAid emergency response setting (with several deployments each year). In-between deployments: remote work with visits to IsraAID HQ in Israel (up to 3 months a year). Within this period, flexibility Is expected both in terms of missions’ assignments and duties/responsibilities, as per the needs of the organization.

Report to: The Roving WASH Officer in emergencies works under the direct supervision of the Roving Head of Mission and is supervised technically by IsraAID HQ WASH Technical Advisor.

Position Overview:

The Roving WASH (Water, Sanitation, and Hygiene) Officer in Emergencies is the lead WASH technical position in the field, taking both technical responsibilities, as well as managerial and programmatic aspects of the program. This position will lead assessments, facilitate training sessions, and supervise the technical aspects of all WASH programs in the country of deployment. In addition, the Officer will manage and lead the programs, work towards creating meaningful partnerships, support the financial aspects of the WASH program, develop content, and provide capacity-building activities, in line with the organization’s established policies, principles, and operating practices.

Key Responsibilities:

1. Program Management

  • Assess the capacities and needs of affected communities to design emergency responses.
  • Proactively oversee all projects in the country through all components of the project management cycle.
  • Ensure WASH programs have a clear objective, impact-oriented implementation plans, and comply with legal frameworks.
  • Implement effective monitoring and evaluation processes for ethical program implementation.
  • Oversee timely reporting, ensuring compliance with donor requirements.
  • Monitor budget implementation against targets with support from Field/HQ Finance.
  • Implement processes in accordance with IsraAID compliance requirements and policies.
  • Organize project meetings covering all aspects of planning and implementation.
  • Ensure programs align with IsraAID’s and international protocols, guidelines, and standards.
  • Report regularly to the Head of the WASH Sector or relevant Country Director on program activities, achievements, challenges, and recommendations for improvement.

  • Ensure a proper risk assessment and mitigation strategy is developed for each program, project and activity and is constantly monitored.
  • Contribute to the growing knowledge and systemization of program content and portfolio as part of IsraAID Emergency Department globally.
  • As required, oversee programs outside of the WASH technical portfolio, with technical support provided externally.

2. Develop and use appropriate MEAL tools.

  • Develop a MEAL strategy, methodologies, and relevant tools to measure the impact of the program.
  • Identify Lessons Learned for the program and successfully communicate them in a variety of mediums.
  • Provide technical support and on-the-job training to all program staff.
  • Ensure a proper risk assessment and mitigation strategy is developed for each program, project and activity and is constantly monitored.

3. Staff Management and Professional Technical Support

  • Provide technical guidance to the Emergency set-up team.
  • Maintain regular communication with the Head of the WASH sector, Country Director, and field staff.
  • Manage and support the WASH programs team, directly supervising project managers.
  • Design staffing plans for each program, initiate relevant recruitments and ensure adherence to approved budgets.
  • Provide technical support and on-the-job training to all program staff.
  • Identify training needs and facilitate capacity-building for program staff.

4. Strategy and Planning

  • Implement the yearly strategic planning for WASH programs, updating protocols as necessary.
  • Lead the development of concept notes, project proposals, and communication materials to expand the program portfolio.
  • Accompany national partners in designing and implementing quality, realistic programmatic interventions.
  • Identify and collect best practices to contribute to program experience and design.
  • Manage the emergency inventory equipment and kits.

5. Coordination with External Partners

  • Ensure WASH program decisions are coordinated with partners, donors, government structures, and the community.
  • Avoid duplication of WASH programs with other partners operating in the same locations and sectors.
  • Attending WASH coordination meetings and relevant gatherings with authorities and stakeholders.

6. Representation

  • Have a thorough understanding of IsraAID’s mission statement, organizational identity, and theory of change.
  • Raise the profile of IsraAID, work, and country missions through active participation in Interaction forums and external events when possible.
  • Serve as an advocate for the country’s missions and the organization.

Education

  • University Degree in water engineering/environmental engineering/ relevant academic background.
  • Additional certifications or training in emergency response and program management are advantageous.

Experience:

  • Minimum of 5 years of experience in managing WASH programs in emergency and crisis settings.
  • Proven record in leading and implementing emergency response projects.
  • Experience in designing and overseeing monitoring and evaluation processes.
  • Previous involvement in risk assessment and mitigation strategies for WASH programs.
  • Familiarity with donor compliance requirements and reporting.

IT Skills:

  • Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint).
  • Experience with database management and data analysis tools.
  • Familiarity with communication and collaboration platforms such as Zoom, Skype, or Teams.
  • Ability to use technology for remote coordination and information sharing during emergencies.

Languages:

  • Fluency in English – required.
  • Knowledge of other languages – advantageous.
