Your New Role – Executive Director, Oregon Watershed Enhancement Board (OWEB)!

The purpose of the Executive Director position is to lead, oversee and direct the policy, operations, and staff of the Oregon Watershed Enhancement Board, implement the grantmaking and policy of the agency’s 18-member board, and oversee the agency’s grantmaking and financial accountability.  The Executive Director works closely with state, federal, and local agencies and partners to ensure OWEB funding supports state priorities. 

The Executive Director is responsible for the financial oversight of Ballot Measure 76 lottery funds and other funding administered by the agency including general funds, federal funds, and other funds, including Monsanto settlement funds.  As such, the agency is subject to a biennial audit from the Secretary of State.  The Executive Director is the primary contact for federal funding from the Pacific Coastal Salmon Recovery Fund from Congress.

The Executive Director is appointed by the Governor, subject to Senate confirmation, for a four-year term.  This position is also a member of the Governor’s Natural Resources Cabinet. 

The Executive Director oversees the staff and facilitates the 18-member Board to achieve the agency mission, vision, strategic plan, and board policy direction.  The position directs and sets budget and legislative priorities, and the utilization of resources to carry out the goals and objectives mandated in Oregon law. 

The Executive Director develops and maintains relationships with numerous organizations, including state, federal, and local agencies and non-profit organizations.  The Executive Director is responsible for expanding relationships with underserved communities and organizations while maintaining relationships with traditional partners and grantees. 

The position is responsible for maintaining relationships with the nine federally recognized tribes of Oregon and the Nez Perce Tribe.  This includes government-to-government as well as grantor-grantee relationships.

Requested Attributes:

  • Experience working with Measure 76, the Oregon Plan for Salmon and Watersheds, and local partners including watershed councils, soil and water conservation districts and land trusts.
  • Extensive leadership experience, including the ability to navigate the complexities related to large-board management.
  • Local, state, or federal government experience, including ability to build and maintain strong relationships with agency partners.
  • Demonstrated commitment to Tribal coordination, DEI and Environmental Justice and engaging with all Oregonians, including traditional and non-traditional partners.
  • Experience and ability to communicate with legislators to succinctly convey what an agency does and advocate for what an agency needs to fulfill its mission.
  • Experience working in a highly collaborative environment and takes a problem-solving approach to their work.
