Role description:

As a Water Planning and Research Manager, you will have a key role in establishing our market position and value proposition to grow our Water Planning and Applied Research business across the Country. You will be responsible for collaborating with national and regional leaders to develop and implement winning strategies that drive business development and enhance delivery capabilities for drinking water, wastewater, stormwater, and intelligent/one water planning and research-related projects and programs. 

Role accountabilities:

  • Provide national perspective to understand current conditions, emerging client needs, regulatory drivers, technology advancements and other factors influencing the market.
  • Collaborate with global, national and regional leaders to development and implement strategic plans to grow Arcadis’s Resilience Water Planning Practice. This includes current focus areas around the Lead and Copper Rule Revisions (LCRR) / Lead and Copper Rule Improvements (LCRI), PFAS, Nutrient Removal and Recovery, and Intelligent/One Water services. 
  • Contribute to innovative approaches and lead development of value propositions to accelerate growth of our Resilience Water Planning programs and look at continuous process improvements to enhance Arcadis’ offerings to the market and to further meet the needs of our clients.
  • Support project execution in collaboration with our account leaders, project managers and local technical teams. Continually refine project execution strategies based on program successes and challenges encountered.
  • Serve as a program manager and/or technical advisor on LCRR/LCRI pursuit initiatives, projects and programs, including, but not limited, to services around service line inventories, lead service line replacing planning, sampling and monitoring, corrosion control treatment, public education and outreach, funding/grant management and data management. 
  • Provide technical support on water planning projects including but not limited to master planning, regulatory compliance, treatment selection and optimization, desktop, bench-scale, pilot-scale, and/or full-scale studies, public education and outreach, utility strategy and collaboration, and site investigations. 
  • Serve as principal investigator on key water research projects. Collaborate with clients and partners to execute on said research. 
  • Serve as a technical advisor to utility leaders and regulatory agencies on Water Planning services.
  • Lead teams in the preparation of winning proposals and successful presentations. 
  • Research, review, and analyze water quality policy and regulations. 
  • Prepare project scope of services, work plans, budgets, schedules and staffing plans.
  • Communicate technical information and/or provide technical training to colleagues and clients. 
  • Provide technical support to marketing and client management teams for business development. 
  • Maintain active participation in key Water and LCRR/LCRI conferences/associations at the state and/or national level via committee memberships, presentations, and/or association leadership roles.
  • Mentor staff and collaborate with other regional leaders in recruiting, hiring and retention.
  • Supervise junior staff while managing tasks of varying sizes and complexity. 

Travel (up to 25%) is anticipated regionally and nationally. Travel will be conducted for client and project meetings, engagement with staff, general planning purposes, and attendance at conferences and other industry events.

Qualifications & Experience:

Required Qualifications:

  • Bachelor’s degree in Engineering, Environmental Science, or a related field.
  • 10 years of experience in the water industry, with a focus on water planning, applied research and LCRR/LCRI
  • Strong written and verbal communication skills with the ability to effectively communicate with clients and regulatory agencies in the areas of water quality and regulatory compliance.    

Preferred Qualifications:

  • Master’s degree in Engineering, Environmental Science, or a related field.
  • 15 years of experience in the water industry, with a focus on water planning, applied research and LCRR/LCRI.
  • Exceptional communication and presentation skills, both written and verbal.
  • Ability to work effectively in a team with strong interpersonal and relationship building skills, excellent at building both internal and client relationships.
  • Broad understanding of water resilience principles, regulations, and best practices.
  • Professional certification such as Professional Engineer, Certified Water Operator or Project Management Professional.

The salary range for this position is $120,000 – $157,000.
