CONSULTING SERVICES FOR THE DESIGN REVIEW AND CONSTRUCTION SUPERVISION OF THE REHABILITATION OF TANOSO IRRIGATION SCHEME (TaIS)

BACKGROUND

The Government of Ghana has received funding from the World Bank to implement the West Africa Food Systems Resilience Project (FSRP) across the major food baskets of Ghana. The Ministry of Food and Agriculture is the implementing Ministry.

The development objective of the Food Systems Resilience Project is to increase preparedness against food insecurity and improve the resilience of food systems in Ghana. This development objective will be achieved through improving farmers’ access to usable weather, climate and advisory services; improving access to local climate information services through digital information platforms; facilitating the co-production of services between private and public sector; increasing farmers’ access to agricultural and nutrition sensitive technologies developed by a consortium of NCoS, Consultative Group for International Agricultural Research (CGIAR) and other international research institutes; establishing spatial information system to design and plan climate resilience land management practices; promoting private sector involvement in regional agricultural trade; and supporting women farmers to access services to improve marketing along target commodity value chain.

The FSRP is organized around five core distinct but interrelated components to help achieve the objectives of the project. The project components include:

Component 1Improving digital advisory services to support timely agriculture and food crisis prevention and management – This component aims at strengthening national capacity to provide demand-driven digital advisory services. This will include agro-advisory and impact-based hydromet/climate information and early warning services, and promote their use for food crisis prevention, management, and response. 

Component 2Sustainability and adaptive capacity of Ghana’s food systems productive base – This component consolidates the regional agricultural innovation systems and strengthens regional food security through integrated landscape management. These include strengthening regional research and extension systems to deliver improved technological innovations including climate-smart, nutrition-sensitive, gender- and youth friendly technologies in a sustainable manner, as well as combination of natural resource management with environmental and livelihood activities using the integrated landscape management approach.

Component 3Enhancing regional food market integration and agricultural inputs and output trade – This component aims at expanding food trade in West Africa to enable an effective distribution of surplus produce to deficit regions. It will facilitate production and commercialization of agricultural products, inputs, and technologies within and across national borders. 

Under Component 3 the Project seeks to support the development of strategic and regional value chains i.e. (a) rice; (b) maize and (c) Poultry (Broiler) with soyabean as backward integration value chain.

Component 4Contingency emergency response â€“ This component aims at making available resources to strengthen the response capacity of the Government of Ghana in case of emergency. This involved making available funding to respond to eligible emergencies or crises, including pest and disease infestation such as the Fall Army Worm, locusts, swine fever, bird flu and other pandemics such as COVID -19; extreme droughts or floods; widespread and severe bush and wild land fires.

Component 5Project Management – This component involves establishing an effective coordination, management, safeguards, and monitoring and evaluation system for the project.

In line with the implementation arrangement, FSRP intends to apply part of the funds for the rehabilitation of the Tanoso Irrigation Scheme (TaIS) which will lead to improvement in irrigation and drainage, accessibility, and scheme management.

PURPOSE OF THE ASSIGNMENT

The objective of this assignment is to obtain the services of a competent consulting firm to undertake an engineering design review, produce bidding documents, and drawings, and supervise the rehabilitation of Tanoso Irrigation Scheme (TaIS) located in Tanoso near Techiman, situated in the Bono East Region of Ghana.

OBJECTIVES OF THE ASSIGNMENT

The specific objectives of this Assignment include:

  1. Review all existing engineering designs and drawings for the engineering structures and layouts for the full Scope of Work (SOW) in the approved scales.
  2. Update the Bill of Quantities (BOQ)/ and the Engineer’s Cost Estimate for the full SOWs.
  3. Prepare Bidding Document (including Technical Specification) using the appropriate World Bank Standard Bidding Documents.
  4. Assist the Client to procure a Contractor.
  5. Supervise the construction of works for the rehabilitation of TaIS as planned.

SCOPE OF ASSIGNMENT/DUTIES AND RESPONSIBILITIES

It is proposed that the Consultant will be engaged for consultancy services for the Design Review and Construction Supervision of the rehabilitation of TaIS.

The Consultant is expected to use up-to-date techniques in surveys, mapping and designs and suggest the least cost solutions to achieve the objective of optimal use of available water in the system. They shall also ensure that engineering designs conform to both the National Legislation and World Bank standards on environmental and social risks as well as gender policies.

FSRP will recruit independent consultants to prepare an Environmental and Social Impacts Assessment (ESIA) inclusive of an Environmental and Social Management Plan (ESMP) in accordance with the World Bank ESS1, Safety Assessment Report of the Headwork structure (ESS1), and a Resettlement Action Plan [(RAP)-ESS5] to cover the proposed 40 ha expansion area) if required. The Design Consultant shall incorporate the relevant recommendations in the ESIA/ESMP, Safety Assessment study, and RAP (if required), to ensure that mitigation measures are adequately costed in the Bill of Quantities (BoQ). The Supervision Consultant will supervise works contractor to ensure the implementation of the of the ESMP during the construction period.

The assignment will be divided into two (2) Parts:

  • Part 1 will comprise Field Assessments, Design Review, Preparation of BoQ, and organisational needs assessment for the sustainable management of the scheme.
  • Part 2 will comprise the construction supervision of the Works and the completion of formation and capacity building of Water User Associations as prescribed by the WUA legislation LI 2230, 2016 and capacity building of the scheme management.

NB: The Consultant shall conduct Part 2 of the Assignment only after satisfactory performance of Part 1 and the availability of funds for construction works.

The consulting firm shall work closely with the FSRP Infrastructure Engineer through all phases of the assignment.

REQUEST FOR EOI APPLICATIONS

1. The Ministry of Food and Agriculture through FSRP now invites consulting firms to indicate their interest in providing the services described above. Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

(1) Core business and number of years in business- (10 points);

(2) Technical and Managerial Organization of firm- (20 points);

(3) Availability of Appropriate Skills among Staff- (30 points); and

(4) Firm’s experience in similar assignment- (40 points).

The minimum qualifying score shall be 75 points.

2. A shortlist of consulting firms will be compiled, and a consultant selected in accordance with the Quality Cost Based Selection (QCBS) Method procedures specified in the World Bank Procurement Regulations for IPF Borrowers, (Fifth Edition, September 2023) and is open to all eligible bidders as defined in the Procurement Guidelines. Not more than six (6) firms will be shortlisted.
