Request for Proposal cum Terms of Reference: ELearning Video Production Services

1. Background

WASH Institute is a Not-for-Profit, Non-Governmental Organization (NGO) that has been working in the field of integrated water and sanitation activities across the country since 2008. Capacity building, technical assistance and community sanitation are predominant themes at WASH Institute.

WASH Institute has been awarded a grant from USAID for building capacities of government and non-government actors in Fecal Sludge and wastewater Management. Accordingly, WASH Institute is executing the project “Skill Development in Fecal Sludge and Septage Management (FSSM) in India”. The project aims to increase the number of skilled professionals in the Water, Sanitation and Hygiene sector at state, city and town levels across India. This would lead to people having enhanced access to safely managed disposal services through Fecal Sludge and Septage Management (FSSM). To achieve this, WASH Institute is conducting various capacity building training/certificate courses on FSSM across India through classroom and online trainings.

The project’s primary goal is to build a skilled sanitation workforce to address the demand in the FSSM sector in Indian towns and cities. To achieve this, various relevant stakeholders’ orientation, training, capacity building, and exposure visits are being undertaken to enhance FSSM service delivery and wastewater management across Indian towns and cities.

2. Objective of this RFQ:

WASH Institute is inviting proposals from professionals/organizations (“Service Provider”) to provide comprehensive videography, direction, editing, and publishing services for the creation of around 200 minutes of learning videos. These videos will be focused on the topics of water, sanitation, and hygiene (WASH).

3. Scope of Work:

The Service Provider shall:

  • With the technical support from WASH Institute, vendor shall deliver 10 videos whose details are as follows.
  • Prepare a script/wire frame/storyboard of the design to be used in the videos
  • Prepare the necessary visuals/graphics (2D and 3D) for the videography
  • Direct and videotape the outdoor visuals in the regions specific to the topic and as agreed upon in story boarding.
  • Direct and videotape the instructor / facilitator visuals at WASH Institute’s premises (WASH AcademyNo.1/20, Kathiranampatti Pirivu, Dindigul District, Tamil Nadu – 624622)
  • Make own arrangements for all the greenscreen, prompt, camera, lights and other necessary equipment that may be required for the purpose of filming at WASH Institute office and the designated outdoor locations.
  • Produce the necessary voice-over recordings to render along with the visuals in both English and Hindi.
  • Add subtitles in English or Hindi as per the language of the videos
  • Incorporate the feedback received from WASH Institute into the first cuts and provide the final approved video/s.

4. WASH Institute shall provide the required content and subject matter experts during the course of production of the E-Learning videos. At this stage, please refer the video at https://youtu.be/qUTIK4k1NSM?si=RenUW1vYT6NDY0 as a standard of our quality expectation.

5. Duration of Engagement:

The engagement shall commence in April 2024, and is expected to span over 2 months.  

6. Deliverables:

The Service Provider shall provide:

Publish / render High-quality, professionally edited videos meeting the specified requirements, in designated media like the official YouTube channel of WASH Institute. Submit the final videos in editable (source files) and publishable formats.

7. Experience Requirements:

The selected production company must demonstrate prior experience in creating educational videos within the water, sanitation, and hygiene sectors. Examples of previous work in this domain should be provided with the proposal.

8. Pricing:

The Service Provide shall factor in the following below parameters and shall provide the quotation in Rate Per Minute format.

  • Travel expenses
  • Software licenses
  • Hardware usage
  • Resources for production- Any other relevant expenses

7.     Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

  • Experience and expertise in video production, particularly within the WASH sector.
  • Cost-effectiveness and transparency of the quotation in terms of the pricing structure
  • Ability to meet the specified timeline and deliver high-quality results.
  • Flexibility and responsiveness to client needs.

8.     Submission of Proposals:

Interested production companies are invited to submit their proposals by 31st March 2024. Proposals should include:

  • Individual’s / Organisation’s profile highlighting relevant experience.
  • Portfolio of previous work, specifically showcasing projects within the WASH sector.
  • Detailed quotation outlining costs and rates.
  • Proposed timeline and approach to project execution.
  • Filled Service Provider details form (attached)

9.     Selection Process:

Proposals will be evaluated by a selection committee based on the criteria outlined above. Shortlisted candidates only may be intimated / invited for further discussions or presentations before a final decision is made.

10. Contractual Engagement:

Upon selection, the chosen production company will enter into a formal contract outlining the terms and conditions of the engagement.

11. Confidentiality:

All information provided in proposals and during the engagement process shall be treated as confidential and used solely for the purpose of evaluating proposals and executing the project.
