Job Title : Programme Manager
Department : Emergency Management and Developmental Programs
Reporting Line : Programme Head – Environmental Sustainability
Position Location : Vasai, Palghar
Date of Approval of JD : January 2023

JOB SCOPE:

The position holder is responsible for the management of all the Environmental Sustainability programs/projects in Palghar district. S/he will be responsible for successful implementation of the developmental programmes / project and achieving its targets as per approved budget through proactive intervention, taking control and by monitoring & evaluation.

MAIN RESPONSIBILITIES AND TASKS

Responsible for the management of all the Environmental Sustainability programs/projects in Vasai, Palghar district
1. Responsible for successful implementation of the developmental programmes/ Project and achieving its targets as per approved Budget through proactive intervention, taking control and by monitoring & evaluation.

2. To provide all kind of support for direct reportees in implementing Project.

3. Ensure good working climate at all levels and with various stakeholders.

4. Ensure effective co-ordination with AKDN / Non AKDN / Government institutions.

5. Intervene appropriately for discipline and work ethics at all levels of operation.

6. Ensure effective implementation of Financial, Human Resource and Admin Controls as per policy.

7. Seek approval from Line Manager before carrying out any un-budgeted activities.

Administration

1. To maintain and file all relevant documents pertaining to project activities, administration, human resource, finance, account and audit.

2. To maintain / update / review vehicle (either personal or company) logbook.

3. Send monthly MIS (Non-Financial) on or before 3rd day of every month for previous month in the approved format.

4. Visit all Project villages in the operating location regularly or more frequently as needed either by available public transport or company / personal vehicle (as per travel and vehicle usage policy).

5. Attend internal review meetings at scheduled location.

6. Ensure protection, security and maintenance of Company’s Assets and Office premises.

7. Ensure recording of movement of Company’s Assets and Office premises keys.

8. Ensure procurement of Services / Goods as per approved Budget and procurement policy.

9. Ensure preparation and signing of Purchase / Work order sanctioned at position level.

10. Ensure preparation and submission of documentation required for payment of financial assistance to Beneficiaries.

11. To obtain and submit proper bills / receipt / voucher while incurring any expenditure related to Project.

Human Resource

1. Ensure active implementation of HR policies and procedure.

2. Ensure monthly submission (on or before 2nd day of every month for previous month) of leave record to HR personnel at Corporate office, Mumbai.

3. Ensure implementation of exit formalities as per the policy.

Finance, Account and Audit

1. Ensure active implementation of financial policies and procedure.

2. Preparation of voucher and disbursement of payment for all expenses incurred at operating location and obtained authorisation.

3. Ensure monthly preparation and submission of account along with Fund request if any, to Line Manager and/or Finance Manager at Corporate office (on or before 2nd day of every month for previous month).

4. Ensure recovery of any outstanding amount (Advance to Staff, etc.) in the operating location.

MAIN ACCOUNTABILITIES

Any other duties as may be required by the management.

SPECIFICATIONS (MINIMUM REQUIREMENTS)

Education: Post Graduation in Rural development/ Development Studies/ Urban and regional Planning / Social Development / Sustainable Development.

Experience: Minimum of 5 years and above experience in Social Sector.

Technical Skills:

• At least 10 Assignments undertaken in environmental sustainability programmes over last 03 years.
• Excellent understanding of water, sanitation and Hygiene (WASH) projects
• Excellent project management skills
• Expertise in rural development
• Excellent in building community relationship and mobilisation
• Experience of working in a multidisciplinary team
• Excellent analytical skills
