B.               Project Background

The “India-EU Water Initiative (IEWI)” is jointly co-financed by the EU and BMZ and implemented by GIZ as part of the BMZ project “Support to Ganga Rejuvenation (SGR)”. The duration of the project is 36months. IEWI supports and provides secretariat functions to the “India-EU Water Partnership (IEWP)”, launched in 2016 to enhance cooperation between India and EU on water issues, including ‘Clean Ganga’ programme of the Government of India. The Specific Objective of IEWI action is strengthened technological, scientific and management capabilities of India in sustainable modernisation and management of water resources, including through joint EU-India businesses, states, regions and/or cities initiatives in the water sector. There are three main outputs of the action: (1) strengthening policy dialogue between India and the EU on global issues of the water sector is strengthened through policy exchange, improved coordination on water cooperation and streamlining involvement of selected EU Member States in Indian water initiatives; (2) strengthening technical, scientific and management capabilities of key stakeholders at central (CWC, CGWB, NMCG) and basin (state) levels towards managing the river basins, urban flooding and impacts of climate change; (3) capacitating RBM committees and water institutions to implement measures for river basin management and to identify appropriate technology solutions.

C.   Responsibilities

As Technical Advisor you will mainly be responsible for planning, managing and monitoring technical implementation of selected activities with the Central Water Commission (CWC) and state Governments in the Tapi basin states focusing but not limited to river basin governance and river basin management, private sector development, communication.

Further, you will have the following responsibilities:

  • Provide technical support and input to implementing partners.
  • Support the IEWI/GIZ Project Managemnet Unit (PMU), the project manager and other team members with technical input related to output 2 and 3 and contribute to team’s activities.
  • Represent the project at events/functions and with partners..
  • Identify opportunities for synergies and collaboration with other initiatives, actorsand projects within GIZ and in the sector.
  • Monitoring and analysing relevant political, technical, and economic developments in India.

D.   Core Scope of Tasks

Technical

  • Support in the conceptualisation, consultation and establishment of a river basin committee for a river basin in India.
  • Supporting the implementation of measures to improve water management in a river basin.
  • Supporting the establishment of a platform to facilitate private sector participation in water management.
  • Developing and coordinating the implementation of a communication strategy for the component.
  • Promote coordination with and participation of research institutions in the implementation of practical measures to improve river basin management.

Management

  • Plan, manage and monitor technical implementation of activities in areas of responsibility.
  • Coordinate with the partner institution, government agencies and stakeholder involved in water management Inder IEWI.
  • Develop workplans and timelines for technical activities, ensuring alignment with the project objectives.
  • Monitor progress and provide regular updates on technical development and challenges associated with the technical implementation of activities under IEWI.
  • Coordinate work with EU and Indian IEWI experts to achieve the set aims.
  • Develop Terms of References related to thematic areas of the IEWI Action.

Other duties/additional tasks

  • Foster collaboration and partnerships to enhance the impact of IEWI and SGR project. 
  • Coordinate towards communications of technical findings and recommendations effectively to diverse audiences.
  • Support the organisation of workshops, field visits and events related to the above tasks.
  • Develop meeting minutes, draw-up reports and presentation documents.
  • Formulate appropriate input for various project reports including annual reports.
  • Identify opportunities for synergies/collaboration with other GIZ projects, external initiatives, donors, etc.
  • Monitoring and analysing relevant political, technical, and economic developments in India.
  • Other Duties/Additional Tasks as may be assigned from time to time.

E.               Required Qualifications, Experience and Competencies

  • MSc in Water Management, Natural Resources Management, Environment or equivalent field.
  • Formal training in Communication.
  • Founded knowledge of water resources sector in India, institutional actors’ landscape and relevant legislation.
  • Founded knowledge of water resources sector in Europe, institutional actors’ landscape and relevant legislation.
  • Experience working with river basins organizations.
  • Experience working with EU Water Framework Directive or with international conventions for water management and development.
  • Experience with private sector (project development in infrastructure, preferably water sector).
  • Experience of working in India or in transition economies and with development cooperation.
  • Language: fluent English and good German.
  • Strong organizational skills with the ability to prioritize tasks, work pro-actively, manage deadlines, handle multiple responsibilities simultaneously.
  • Excellent team player.
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including government officials, project partners, and consultants.
  • Willingness and ability to travel to project sites (Maharashtra, Gujarat, Madya Pradesh and other locations).
  • At least 7 years’ work experience in projects dealing with water resource management and river basin planning. At least 2 years’ experience in European water management.
  • Practical experience with communication: development and implementation of communication strategies and communication products.
