Job Overview:

The water technician will Reporting to the  Camp manager with technically EH Manager the Water Technicians will be responsible for overall facilitation, monitoring water supply system operation, installation of water supply system electromechanical parts, pipe lines, regular application of water quality testing with  chemicals & ensuring proper operation & regular maintenance of the water supply facilities including, surface water treatment, bore hole water sources equipment, dewatering pumps, installation and maintenance  of water collection points in Tsore/Akuda-Tumet camp. Generators, surface pumps, submersible pumps, hand pumps, all accessories related with the operation of water supply system and generator sets installed towards supply of safe water.

 Major Responsibilities

Coordination and representation

  • Represent the IRC and Works closely with RRS and UNHCR for refugee setting and for local intervention Region, Zone/Woreda Water and Health Offices towards efficient and effective implementation of the project.
  • Ensures that all generators have enough back up easily moving parts for the genets in consultation with his supervisor.
  • Work with the camp managers and report water system operation related issues on monthly base and incase new situations happen.
  • Prepare performance targets evaluation with camp/transit centers (plumber and water system guards) and support camp manager and work with EH officer on the staff evaluation process.

Project implementation:

  • Serve as main technical focal point for activities related to troubleshooting, operation and maintenance of electro-mechanical parts (pumps, generators, control systems, etc—) of water supply systems of Sherkole and Tsore refugee camps.
  • Prepare detail specification including item description, part # and quantity of spare parts necessary to fix identified problems on electro-mechanical parts (pumps, generator set, dewatering pumps, water treatment kits, control panels, etc) of water supply schemes.
  • Identify gaps & plan for onsite training to build the capacity of the water guards/operators, water system care takers, water attendants in the working in the transit center in consultation with the EH officer.
  • Ensures that all generator sets, valves and fittings at Pressure and   distribution systems, application of water treatment and quality test chemicals, tap stands, water storage tanks have enough back up easily moved parts.
  • Keep records of fuel consumption, generator working hours and electromechanical equipments performance indicators during the operation and maintenance phase and report to the Senior EH officers
  • Provide the necessary technical support to Plumber, WMCs, water guard operators, refugee incentive workers and technicians in operation and maintenance of their water supply schemes facilities.
  • Prepare monthly progress reports and keep the supervisor informed of the maintenance and/or installation of electro-mechanical parts.
  • Install generators and pumps in the water supply systems.
  • Made updates of each electro-mechanical equipments on monthly base for Total operation hour, status of the generators with their existing location.

Monitoring & evaluation:

  • Prepare & put in place monitoring plan for the operation & servicing of the generator set and pumps and other water supply systems accessories in the transit center, including the manpower working under the water system operation.
  • Directly supervise a team water system operation (plumber, water system guards national and WSCT incentives)) for refugee intervention in a specified camps and Transit center
  • Supervise the recruitment, training, management of the water system operation and maintenance team (generator operators, plumbers and chlorinators), and water system care takers, incentive guards in the Camp and transit centers.
  • Assists and facilitate in the orientation of newly recruited EH staff on behalf of EH team in the camps.
  • Maintain a regular system of project progress monitoring and evaluation.

Capacity building:

  • Organize and deliver trainings on operation and maintenance of electro-mechanical parts to operators and technicians selected from refuges or local people.
  • Coordinate and deliver training on operation and maintenance of electro-mechanical parts to operators and technicians selected from refugees and host community.
  • In collaboration with other EH teams coordinate and facilitate different trainings for WASHCo, EHAs, Water caretaker, artesian and for government partners per the project scope.

Strategy:

  • Provide the vital technical support to Water system caretaker, operators and technicians in operation and maintenance of their water supply schemes.

Proposals:

  • Participate on needs assessments in the sector of water and sanitation, hygiene and health promotion when required.
  • Actively participate in preparation of proposals, especially log frame, technical description, and budget development and requesting.

Human Resources / Staffing:

  • Identify staffing needs and assist with recruitment when necessary.
  • Support EH officer, Water technician officers and water system care takers with IRC performance reviews.
  • Follow the IRC HR policy at working place.

Supply chain /Finance:

  • Liaise with IRC Administration, supply chain, and Finance Departments to ensure smooth operations and appropriate support to ensure smooth project implementation.
  • Raise and/or follow up on purchase requests, conduct equipment and materials inspections and ensure timely supply of materials to site.
  • Prepare utilization plan for inventories and work closely with collaborators on effective and efficient use of resources and old grants.
  • Identify & ensure the procurement of minor tools required towards operation & maintenance of the water supply systems including, spare parts for the water system operation, generator sets, control panel for pumps.

Reporting:

  • Prepare weekly and monthly progress reports and keep the supervisor advised of the maintenance and/or installation of electro-mechanical parts.
  • Compile and share the material utilization report every weeks for per site in the intervention woreda.
  • Other duties as assigned by the supervisor.

Qualifications

Job Requirements:

Educational Requirements:

  • Degree holder 2 years and post graduate 1 year working experience in Electricity or Auto mechanics.
  • Diploma and/or (10+3) TVET   in Electricity or Auto mechanics from College and with 5 years of relevant demonstrated experience; Auto Mechanic/Electricity graduates and greater demonstrated experience on operation and maintenance of generator, water system accessories & pump parts
  • Diploma plus certificate in Electromechanical or plumbing installation Technology from recognized institution, Experience in surface, submersible and solar driven pumps and generators operation & maintenance is helpful.

Preferred experience & skills:

  • Knowledge and experience on the operation of motorized water supply schemes
  • Have demonstrated experience on the generators and submersible pumps problem detection and servicing.
  • Have good ability in communication and coordination capacity within the staff and refugee incentives and community.
  • NGOs experience is desirable.
  • Strong and proven track record to prioritize and deliver on time.
  • Strong analytic problem-solving skills
  • Demonstrated ability to work effectively with partners at all levels.
  • Ability to manage and work through change in a proactive and positive manner.
  • Ability to work under pressure and meet tight deadline.

Language Skills: 

  • Communication skill spoken in English, Local language and/or Amharic is a plus
