Job Description:

World Vision International Lao PDR is looking for a WASH Coordinator for a newly awarded two-year grant project, the “WASH for All”. The project is financed by World Vision United State and is implemented in collaboration with the National Central for Environmental Health and Water Supply (Central Namsaat) and among other partners.

The goal of the WASH for All Project is to ensure Children are protected from disease and infections related to water, hygiene and sanitation.

Key areas of intervention of WASH for All are:

  • Improved universal access to basic sanitation and hygiene facilities among households (WASH in Community)
  • Improved access to basic drinking water through improved system in place
  • Increase on WVIL programming and portfolio on WASH programming

As part of efforts to improve universal access to basic sanitation and hygiene, and basic drinking water to the selected communities, the project will support Central, Provincial and District Namsaats on capacity building to roll out the CLTS interventions; development a business model to reduce price and cost of construction of household latrine engaging to local private service providers; promote WASH through campaign and mass events to raise awareness on hygiene and sanitation; facilitate and support Central Namsaat to develop WASH guideline; conduct WASH gap assessment to identify the key areas for improvement works; and developing the WVI Lao WASH strategy.

The WASH Coordinator will work closely with WVIL WASH & Construction Specialist and other team members concerned to ensure WASH for All facilities are improved to increase alignment with Central Namsaat, Ministry of Health. This position is based at National Office and reporting to WASH & Construction Specialist.

The responsibilities of the position include:

  • Technical support and leadership for WASH for All activities in implementing WASH interventions as well as build and maintain strong connections and relationship with the Government of Lao (GoL) at all selected districts and provinces.
  • To collaborate with National Central Namsaat and other WASH development partners (WASH DP) to create new innovation for WASH to ensure the water systems are resilient to climate change; innovation in WASH, ensure all construction materials are affordable for most vulnerable households across country.
  • To support WASH & Construction Specialist in building capacity to WVI Laos staff across country program to ensure they are able to conduct WASH intervention effectively.
  • To collaborate and support Central, Provincial and District Namsaat in developing the WASH guideline.
  • To collaborate and support WASH & Construction Specialist in survey and design all WASH interventions across country; and other tasks required.

Major responsibilities

Program planning and implementation

  • Develop Detailed Implementation Plan (DIP) in consultation with WASH & Construction Specialist, Director of POI and other team members as required.
  • Collaborate and cooperate with all WASH development partners in country and National, Provincial and District Namsaats to develop WASH guideline, creation of new innovation for WASH and share lessons learnt
  • Lead and manage implementation of all WASH for all project activities.
  • Facilitate and support technical team with technical specification of all WASH related procurement and ensure that the procured materials meet the quality standard within agreed timeline.

Facilitate and support team to track the progress of all the WASH related activities.

Technical capacity building and project monitoring

  • Provide technical guidance and oversight for WASH activities
  • Report any issues identified to line manager, POI Director and technical team with solutions/recommendations.
  • Technical capacity building to GoL partners and WVI Laos staffs
  • Support WASH & Construction Specialist in monitoring WASH activities across WASH country activities.
  • Work closely with M&E team to ensure Water tool is utilized to collect the data and information from all WASH related activities

Collaboration and Coordination

  • Manage proactive and responsive relationship with community members, Government stakeholders, and other partners in the field for WASH and activity implementation, under the direction of WASH & Construction Specialist and Director of POI.
  • Conduct regular review and reflection meeting, annual planning meeting with central and provincial Naamsat and support to execute their plan.
  • Represent WVIL in different TWG, networks and forum related to WASH regularly

Documentation and Reporting

  • Establish and maintain effective project reporting, monitoring, evaluation, and communication systems.
  • Submit timely accurate and professional reports to WASH & Construction Specialist.
  • Document all the lesson learnt and the best practices on WASH programming with WVIL.

Required Professional Experience

  • Bachelor’s degree in Civil Engineering or related fields
  • Minimum of 3- 5 years’ experience working with community to implement construction activities
  • Minimum of 3- 5 years’ experience implementing WASH activities in iNGOs

Required Education, training, license, registration and certification

  • Bachelor’s degree in Civil Engineering or related fields

Preferred Knowledge and Qualifications

  • Experience supporting construction and WASH activities
  • Knowledge on National Construction Guidelines and National WASH guideline
  • Ability to undertake community engagement activities, including planning and leading community level training and consultation.
  • Good understand of Lao Government policies, laws and institutions and ability to work together with various stakeholders.
  • Ability to train others, ability to provide technical guidance and support to operation staff.
  • Organizational, IT, and writing skills in Lao and English.
  • Ability to function efficiently and effectively with little day-to-day supervision.
  • Ability to identify and plan work strategically and to work to deadlines.
  • Must understand and agree with WV’s vision, mission and Core Values
  • Must be willing to work and stay overnight at the target village areas
  • Must be willing to work within a team
  • Must be willing to learn new things

Travel and/or Work Environment

It’s a National office-based role. Willingness to travel to the provinces and districts on a frequent basis at least 50%

Language Requirements

Fluency in Lao and English
