Position Overview 

PADF seeks a Senior Watershed Management Specialist to support our reforestation, landscape management, and climate resilience activities in Haiti by protecting and restoring ecosystem services on degraded highlands, using an integrated landscape management approach, rehabilitating critical watersheds and strengthen community-led natural resources management. This position is based in Haiti and will report to PADF project directors to provide technical oversight for the program(s). The specialist will be responsible for operational excellence and assisting partners, staff, and consultants in providing quality services and will support the achievement of all program results.

The position is contingent on funding and anticipated to start January 2024. 

 

Job Responsibilities 

  • Lead oversight of program quality and objectives in close collaboration with PADF project directors and serve as a point of contact for technical and programmatic experts. 
  • Manage all operational aspects of the program, including overseeing financial, administrative, IT, and human resources (HR) planning and activities. 
  • Provide support in work planning, activity design, scheduling, budgeting, partner negotiations, training, implementation, and drafting of technical justifications for donor approvals. 
  • Supervise staff and oversee the recruitment, hiring, employment agreements, and onboarding processes, including mobilization in coordination with the Haiti Country Office. 
  • Maintain program manuals based on PADF’s policies, such as office operations, procurement, accounting, travel, transportation, health, safety, security, and emergency response. 
  • Oversee reporting to headquarters on estimated costs, risks, and financial accruals and reporting to project donor agencies on financial and programmatic progress. 
  • Support report preparation in English and Haitian French, capturing activities and impacts related to activities and ensuring timely submission.

Required Qualifications 

  • Minimum of 7 years of relevant professional experience, with progressively increasing responsibilities and duties, in ecosystem services, landscape management, reforestation, or related fields. 
  • Advanced graduate degree in a similarly related field of study (e.g., forestry, natural resources management, agronomy, environmental policy, governance, etc.).  
  • Experience managing the technical and operational aspects of an activity similar in size and scope.  
  • Demonstrated experience in similar projects or similar work for other donors, including ability to perform adaptive management amid changing context and strategies.  
  • Demonstrated understanding of the Haitian operational context and the resulting implications for effective programming, implementation and learning. 
  • Demonstrated ability to lead and manage multi-disciplinary teams and coordinate effectively with and integrate a wide variety of stakeholders, including national and local government, donors, community-based organizations, and universities, and the private sector.  
  • Spoken and written fluency in English, French and Haitian Creole. 

Desirable Qualifications 

  • Experience in Haiti strongly preferred.  
  • Haitian nationals strongly preferred.
