Job Description and Duties
The Division of Flood Management, Hydrology Section is looking for a Senior Engineer, Water Resources (WR) who is self-motivated and resourceful to lead a talented team in the management and administration of statewide snow surveys and water supply forecasting programs. As a Senior Engineer (WR), you would be responsible for coordinating all aspects of these programs, and you would use your strong leadership skills to manage this high performing team. You and your team would rely upon your creativity, your understanding of advanced technologies, and your knowledge of California’s climate, weather, and hydrology regimes to develop, calibrate, and operate hydrologic runoff models necessary to improve and support the publication of the Bulletin 120 and Water Supply Index forecasts. In this role, you would lead and supervise manual snow surveys in the Sierra Nevada and take a lead role in representing the Department of Water Resources (DWR) in high profile media events such as the monthly snow survey at Philips Station. You would lead staff in maintaining program-related budgets, agreements, and contracts related to these programs. You would oversee work performed by consultants in support of these programs and prepare and update program related strategic plans. During Statewide flood or drought emergencies, you would serve in a lead coordinator role within DWR’s Standardized Emergency Management System rosters.

Special Requirements
The incumbent must have possession of a valid certificate registration as a civil engineer by the California State Board of Registration for Professional Engineers. Possession of a valid California Driver’s license as travel within California may be required. Must be able to hike, snowshoe, ski, take horseback or traverse uneven terrain in remote mountainous locations in order to conduct manual snow surveys or perform other field work in the Sierra Nevada.

Desirable Qualifications
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Our ideal candidate will have extensive experience in managing Statewide programs, managing and tracking program budgets, leading multi-agency coordination, and drafting and executing contracts, agreements, and permits. The incumbent should have extensive knowledge of California’s hydrology, meteorology and weather patterns as well as flood and drought response and operations, hydrologic data collection and analysis, and hydraulic principles. The incumbent must have good oral and written communication skills, know effective project management principles and be able to apply them, and be able to prepare technical engineering reports and analyze situations accurately. The incumbent must be comfortable answering questions from the public and the media including doing live, on camera interviews to convey hydrologic and snowpack conditions. The incumbent must be proficient with Windows-based computer applications such as Word, Excel, Access, PowerPoint, and Teams. Knowledge of hydrologic modeling techniques and programming and scripting languages are desired.
