Water Commissioner

The Nevada Department of Conservation and Natural Resources, Division of Water Resources,
is seeking qualified applications for the position of Water Commissioner. This is a non-
classified, full-time position within the Division of Water Resources in Carson City, Nevada.
Recruitment: Position is open to all qualified candidates. Applications will be accepted until

Approximate Annual Salary (DOE):
Employer Paid Retirement $49,694.40 – $73,789.92
Employee/Employer Paid Retirement $58,025.52 – $86,150.88
The position is eligible for the State of Nevada Public Employees Benefit Program (PEBP).
The POSITION:
This position is located within the Water Rights Section of the Division of Water Resources. The
principal duty of this position will be the preparation of water rights basin assessments, which
requires substantial knowledge of water rights relationships and ownership and ability to effectively
work with databases and create and manage spreadsheets. This necessary task requires a high level
of accuracy and precision to assure appropriate accounting to assure that funding generated from basin
assessments supports appropriate and crucial basin duties and studies in basins. Additionally, this
position will manage water rights pertaining to assigned hydrographic basins, including: statutory
analysis of submitted water right applications for review and signature by the State Engineer;
review applications for extension of time to file proofs, draft certificates for permits for review by
the Certificate Review Committee; answer inquiries from government agencies, private citizens,
consultants, and others regarding water related statues and Division policies and procedures; and
perform field investigations to collect groundwater usage data, verify information submitted on
Proofs of Application of Water to Beneficial Use, measure water level depths, and other duties as
assigned by the State Engineer.
Minimum Qualifications:
Prerequisites include graduation from a four-year accredited university or college in or an
equivalent combination of education and experience to demonstrate the skills and abilities
necessary for the position. Applicants must have strong spreadsheet and/or database entry skills,

be detail oriented, and have experience in interpreting maps such as assessor plats, records of
survey, parcel maps, and water rights maps. Also, the ability to create maps in programs such as
ArcGIS, AutoCAD, etc., is necessary to determine if lands are within a water righted place of use.
Professional communication skills and computer literacy are required as well for this position.
Fiscal and accounting knowledge and experience is highly desired. Candidates are required to
possess and maintain as a condition of employment a valid Nevada driver’s license. Experience
reading and interpreting real estate documents is a plus.
