As a UNESCO affiliated Institute, IHE Delft Institute for Water Education contributes in partnership to the education and training of professionals and to build the capacity of sector organizations, knowledge centres and other institutions active in the fields of water, the environment and infrastructure. Our emphasis is on least developed countries and countries in transition. The Institute offers, in a co-learning setting, graduate education (MSc and PhD) next to professional training courses, and carries out research and institutional strengthening projects all over the world. Partnerships are integral to achieving this mission: The Institute works closely with universities, government agencies, NGOs, and private sector institutions in the Netherlands and around the world.

The position of Vice Rector has become vacant, and applications are invited from suitably qualified and interested senior academic candidates.

Responsibilities


The Vice Rector of IHE Delft Institute for Water Education will, together with the Rector and the Business Director, be one of three statutory members of the Institute’s Rectorate (statutory: managing board). As Vice Rector you will, together with the other members of the Rectorate, guide the Institute to enhance academic excellence, visibility and its reputation worldwide and foster a diverse and inclusive learning environment. It will ensure that the activity of the Institute, in all areas, meets the needs posed by global developments, changing societal and cultural demands to the water sector in its broadest sense. Together, the Rectorate members will create and maintain productive working relations and a continuous information exchange among and between management and staff at various levels.

The successful candidate will be expected to be a major contributor to the strategic leadership and overall management of the Institute. In line with the allocation of portfolios in the Rectorate, the Vice-Rector will under the overarching umbrella of capacity development, focus in particular on the area of education and institutional strengthening.

  • To lead the development of the Institute’s education and training capacity (setting directions, monitoring and evaluating educational programmes) and of innovative learning solutions, with a strong focus on co-learning, blended learning, life-long learning and distant learning;
  • To connect education with research and institutional strengthening;
  • To pro-actively contribute to the establishment and strengthening of strategic partnerships and collaboration with research, knowledge and educational institutions working on water- related themes;
  • To support the implementation of the UNESCO Intergovernmental Hydrology Programme IX and the UN-Water SDG 6 Capacity Development Initiative with a focus on strengthening regional education and training centers;
  • To actively contribute to education and research activities of the Institute and to champion a progressive approach that furthers the vision of IHE Delft;
  • To oversee the implementation of an Institute-wide policy ensuring that the Institute’s
  • knowledge base and working methods are at the highest academic and educational standards;
  • In relation to education, to act as a line- and change-manager for, and to oversee and coordinate the activities of, the academic departments, selected committees and the units responsible for education and student affairs;
  • To ensure quality control and assurance over the related processes;
  • To contribute to an effective and long-term financially viable strategy for education, including the institutes acquisition portofolio, as part of an integrated agenda of research, education and institutional strengthening;
  • To contribute to the daily management tasks of the Rectorate.

Requirements

  • A PhD (Doctorate) degree in engineering, natural, social or environmental sciences with an emphasis on water resources and proven affinity with inter- and transdisciplinary research;
  • Vision of and proven senior experience with education and implementation of innovative trends, in particular life-long and online or blended learning;
  • An excellent international reputation and experience in a distinct academic field related to water, or in a relevant environment-related applied field, including a record of peer-reviewed publications;
  • Holding the rank of professor is considered an asset;
  • Affinity with the mission and vision of the Institute and experience in working in partnership with countries in transition with a special focus on the most vulnerable people;
  • Extensive experience with organizational processes pertaining to the management of education;
  • Experience in working with public affairs at an international organisation, building collaborative partnerships and networks.

  • Fluency in English and a working knowledge in a second language.

Terms of employment


Part time or full-time position: 0.6-1.0 fte.

The candidate will be stationed in Delft, the Netherlands and must be eligible to work in the Netherlands. The position is in accordance with scale 16 (gross € 7.405 – € 9.680 on a full-time basis) of the Collective Labour Agreement for Dutch Universities. Employees recruited from abroad, could be eligible for a partial tax exemption.

A work permit will likely be granted for those who meet the requirements for this position under the Dutch ‘highly skilled migrants’ program.

IHE Delft offers an attractive employee benefits scheme, including a year-end bonus, a generous pension scheme, parental leave, relocating costs, flexible working hours. We also offer 31 days’ leave based on 38 hours (full time) working week. Candidates must be prepared to carry out short-term missions abroad.

The selected candidate will be appointed for an initial term of up to 4 years. Subsequently, the candidate will be eligible for renewal of the employment contract for a second term of up to 4 years. Renewal for a third term requires a unanimous decision of the Governing Board.
