1. The Ministry of Industry, Science, Technology & Innovation (MISTI) and the Ministry of Public Works and Transportation (MPWT), through the Ministry of Economy and Finance (MEF) on behalf of the Royal Government of Cambodia (RGC), have received a Credit in the amount of US$163 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Acceleration Project (WASAC) for six years starting from 2024 to 2029 and intends to apply part of the proceeds for consulting service-firm.

2. The main objective of this assignment is to obtain high quality support for modernization and optimization of the operational performance of the water supply utilities in Battambang, Pursat and Mondul Kiri. The consultant must support the utilities to improve the short and long-term operational efficiency, service levels to customers and financial sustainability of the utilities through the following elements:

  • Development of a masterplan (please see attachment No. 1 in the TOR);
  • Improvement of organizational structure and processes;
  • Set up an asset management system and processes;
  • Improve water treatment operations (operational plan WTP, production process optimization, water quality monitoring);
  • Review the transmission network design (business continuity, resilient design practices, hydraulic modelling, Systems Control and Data Acquisition (SCADA). Please see attachment No. 1 in the TOR;
  • Develop clear distribution network management (DMA design, water balance practices);
  • Customer orientation (service level agreement, improve operational efficiency in billing and collection, customer feedback processes installed).

3. The WASAC Project now invites expressions of interest from eligible consulting firms to undertake the above-mentioned services, for which the detailed Terms of Reference (TOR) can be found at: https://drive.google.com/drive/folders/1x5Pzu6VeIz4O5qZ46u__CP4mxuo_nPVf?usp=sharing or can be obtained at the address given below.

4. Interested Consultants must provide information indicating that they are qualified to perform the services. The shortlisting will be on information demonstrating that the Consultants are qualified to perform the services. The Consulting firm, or firms in the case of a joint venture, should have the following experience/qualifications:

  • The Consulting firm, or firms in the case of a joint venture, must specialize in water utility operations; 
  • The Consulting firm shall comprise qualified professional staff with good experience;
  • The Consulting firm shall have a minimum of 15-year of international experience in the water supply and sanitation sector and have completed at least 2 similar assignments within the last 7 years; 
  • Experience in Cambodia or in Southeast Asia and Pacific region in similar assignment; andknowledge of World Bank procurement procedures and contract management issues is desirable.

5. Key Experts will not be evaluated at the shortlisting stage.

6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Only those firms, which have been shortlisted, will receive notification. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Fifth Edition, dated September 2023.
