Tajikistan Water Resources and Irrigation Management Improvement Project

Assignment Title: Local Irrigation Engineer/IMIS Consultant

Reference No. (as per Procurement Plan): SWIM-IC-L-04

Tajikistan has applied for financing from the International Development Association and the European Union towards the cost of the Consultant for Local Irrigation Engineer/IMIS Consultant.

The main task carried out by Local Irrigation Engineer/IMIS Consultant is providing support in the implementation of Sub-Component 1.2 of the Project, extending support to design of the IMIS. The Consultant will work in strong coordination with the IMIS team and consultant and focus on completion of the following tasks:

  • Jointly with the International IMIS consultant conduct assessment of key features of irrigation and practices at the national, scheme, sub-scheme and WUAs levels.
  • Under the guidance of the international IMIS Consultant conduct analysis of information and information gaps related to existing irrigation and drainage infrastructure, water usage, crop patterns, ameliorative conditions of land required to make irrigation planning, management and delivery.
  • Assist the International IMIS Consultant in stakeholders mapping and coordination with stakeholders, including Government agencies, WUAs and other relevant organizations.
  • In coordination with stakeholders, and based on the methodology to be developed by the international IMIS Consultant prepare a first draft of the Key Performance Indicators required for day-to-day and strategic management decisions by ALRI.
  • Designing at least two proposals for optimizing monitoring performance of infrastructure elements, such as canals, pipelines, pumps and control structures and assessing them against criteria of cost-effectiveness, accuracy, labor-intensity and other sriteria suggested by the IMIS Consultant in the methodology.
  • Conduct analysis of bottlenecks in existing communication and reporting arrangements at WUAs, sub-scheme and scheme levels.
  • Support capacity-building efforts for raising awareness of the IMIS needs at all levels.
  • Develop clear communication and reporting protocols for at least two scenario of irrigation management (i) aligned with administrative boundaries; and (ii) aligned with hydrographic scheme boundaries.
  • Conduct interviews with stakeholders in the target areas of Vakhsh and Shurobod schemes to assist the international IMIS consultant with identifying capacity gaps for irrigation management.
  • Jointly with the GIS consultant review options for using remote-sensing data or other geo-spatial platforms adopted by the Government for irrigation management.
  • Support the IMIS Consultant in estimating the costs associated with implementing the irrigation management system, particularly related to infrastructure construction and maintenance, equipment procurement and operational expenses.
  • Support the international IMIS consultant in documenting the design process, analysis resultsna dn design specifications in technical reports and presentations.
  • Jointly with the IMIS Consultant, ALRI staff and the Local Database Specialist develop reporting templates for automation and establishment of a database.
  • Assistance in the development of data collection forms for asset inventory in the field of land reclamation and irrigation;
  • Preparation of curriculum and materials for training courses on database, GIS and information technology for ALRI  employees and ALRI  departments;
  • Developing monitoring and evaluation mechanisms to track the performance of the irrigation management system over time;
  • Conducting periodic reviews and assessments to measure progress towards project objectives and identify areas for adjustment or improvement;
  • Support the IMIS team of ALRI and the PMU in assessment of technical proposals for IMIS development, installation and testing;
  • Jointly with the Database Consultant and GIS Consultant ensure integration of all the inventory assignments in Vakhsh, Shurobod and other irrigation systems and interoperability of the inventory module with the assets management module to be developed under the IMIS;
  • Preparation of an Inception report with an agreed workplan for the assignment;
  • Preparation of monthly progress reports;
  • Preparation of quarterly technical reports on deliverables and milestones achieved during the quarter in accordance with the agreed work plan.

Qualification requirements:

  • Advanced degree in hydraulic engineering, irrigation management, environmental engineering and other relevant field;
  • At least 5 years of experience in design of irrigation and drainage systems;
  • Participation in at least two assignments under the projects financed by international financial organizations related to irrigation management, capacity building of WUAs, ALRI sub-structures, etc;
  • Knowledge of MASSCOTE methodology and WAPOR web application of the FAO, and any other applications used for planning and delivery of irrigation;
  • Fluency in Russian and Tajik is required, knowledge of English is an advantage;
  • Personal qualities: teamwork, result-oriented, responsible, ability to work under tight deadlines.

The Tajikistan Water Resources and Irrigation Management Improvement Project now invite eligible individual consultants to express their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
