About Fleming Fund Country Grant Phase 2
Antimicrobial resistance (AMR) is an emerging global public health concern that puts the gains of the Millennium Development Goals at risk and endangers efforts to achieve the 2030 Sustainable Development Goals (SDG). To address the global AMR issue, WHO developed a Global Action Plan on AMR (AMR GAP), which has been endorsed by the World Health Assembly WHA68.7 in 2015.
The Fleming Fund was established by the UK Government in response to the UK AMR Review published in 2016. It is a UK aid programme supporting up to 25 countries across Africa and Asia to tackle antimicrobial resistance. The Fund is managed by the Department of Health and Social Care (DHSC) and invests in strengthening surveillance systems through a portfolio of country and regional grants, global projects, and fellowship schemes. Mott MacDonald is the commercially appointed Management Agent for the Fleming Fund Country and Regional Grants.
The Fleming Fund Country Grant in Bangladesh (FFCGB) has been implemented by a DAI-led consortium since January 2020. FFB just finished Phase 1 which focused on laboratory infrastructure enhancement; human resource strengthening and workforce reforms; AMR and antimicrobial use (AMU) surveillance systems strengthening; building foundations for AMR surveillance data use and promoting rational use of antimicrobial medicines. Phase 2 which commenced on January 1, 2024, will build on the work of Phase 1 and will focus on four outcomes: production of quality AMR, AMU and antimicrobial consumption (AMC) and burden data; quality analyses of data; sharing analyses and data with decision-makers and promoting sustainable investment to counter AMR.
Aqua Culture and Environment Sector Surveillance Lead
In phase 2 FFCGB will continue the efforts in strengthening AMR surveillance with emphasis on One Health and will expand the surveillance activities in all sectors (Human and Animal Health, Aqua Culture and Environment sectors). Considering that environmental surveillance will be introduced for the first time in the country and also that functionally Aqua Culture and Environment sectoral AMR surveillance are close with each other, FFCGB will hire a fulltime surveillance staff who will lead the surveillance in these two sectors within the FFCGB team. The following are the terms of reference of the position:
Under the direct supervision and guidance of the Team Lead and Deputy Team Lead, and in close collaboration with the Senior Coordinator, the Human Health Surveillance Lead and the Animal Health Surveillance Lead, the Aqua Culture and Environment Sector Lead will be responsible for the following activities:
– Representing the FFCGB in the revision of National AMR Surveillance Strategy to ensure adequate representation of Aqua culture and Environment sectors.
– Work closely with government counterparts, consortium partners and human and animal health sector surveillance leads, to develop/update surveillance and laboratory protocols and SOPs especially for environment and aqua culture sectors, and also for food sector.
– Preparing site plans for designated Aqua culture and Environment sector AMR surveillance sites as per the guidelines that will include site assessment, refurbishment & equipment/reagents supply plans, and lab & surveillance staff training.
– Implement the specific activities included in the workplan of the country Grant in Aqua Culture and Environment sectors.
– On-site activities will include checking collection, entry, and transmission of laboratory and surveillance data to respective NRLs or BAHIS (as appropriate) with emphasis on timeliness and data quality.
– Supportive supervision of the surveillance sites to ensure laboratory management and performance the desired BSL 2, and to ensure uninterrupted AMR data generation through maintenance of reagents and logistics supply and proper maintenance of the equipment.
– Represent FFCGB in the sectoral forums (Sectoral Working Groups and Core Working Group, as appropriate)
– Participate in activities related to AMR data usage (Clinical Engagement, PPS/AMU/AMC studies, coordination meetings, Annual reviews, etc.)
– Prepare technical reports on assigned deliverables timely for submission with quarterly reports to the Management Agent and donor.
– Perform any other program related activities that may be assigned by the TL and DTL.
Qualification and experience
– MBBS or DVM or degree in Fisheries or Master’s in Public Health, Microbiology, Environmental Science or in any other allied subjects.
– Graduates of FETP or FETPV or AMR fellowship or PhD in allied subjects will be an added value.
– At least 5 years’ experience in AMR surveillance in aquaculture and environment is essential while exposure to public health, environmental health, animal health or microbiology and especially, AMR research will be an additional advantage.
Place of work – Dhaka, with occasional travel to other districts
Level of effort –Full time
