State Engineer’s Office

Our mission is to administer the waters of the State to maximize lawful beneficial use, ensure that dams and water wells are properly constructed and safe, and provide information about water resources to the public. Division of Water Resources

Serve the public and preserve, protect, develop, and optimize the beneficial use of the state’s present and future water supplies. Division Two regulates and distributes the waters within the Arkansas River Basin according to the principles of allocation, public safety, and optimization of beneficial use established by Colorado law.

Description of Job

OPEN ONLY TO CURRENT RESIDENTS OF COLORADO 
This position is an authority in GPS, GIS and database tools and resources and GIS related projects. Projects are designed to improve the level of usable data and technology available and the presentation of such information, in addition to providing critical support to litigation and administration decision making at all levels in Division 2. This position actively participates in monthly GIS committee meetings with the Denver GIS staff. This position exists to provide critical technical support and guidance for DWR staff, other state and local agencies, as well as out-side consultant, legal firms, water users, and the public.
This position assists the litigation team in tracking the court deadlines for all water rights applications. This position monitors decree requirements, and as such, actively participates in the monthly Resume Review process and consultations to the Water Court on new cases. This position also provides insight and analysis on special projects as directed by the Division Engineer.
This position plays a key role in the development of new and improved cross-team processes/tools to facilitate more efficient and complete development of records including but not limited to diversion records and decree requirements for water administration.

Specific job duties include but are not limited to:

  • Determines/designs processes to maintain and update data, displays and develops associations of this data in tabular and graphical formats and as otherwise needed to benefit water right administration.
  • Maps
    historically irrigated lands by gathering and researching decrees, testimonies, and other data and information sources and compiling and analyzing that information using conventional standards and judgment to evaluate reliability.
  • Develops mapping products to be made available to internal and external customers to support the overall water administration effort.
  • Litigation support, GIS Support, and Compact Compliance support for the groundwater and surface water teams.
  • This position will provide aid in historical and current data collection and mapping for determinations and analysis for groundwater well owners or surface water owners for compliance investigations.
  • Reviews Annual Revegetation Notifications associated with dry up decrees, provide written status reports , and notifies Denver GIS staff of required updates to online data. 
  • Determines methodologies for efficient and effective gathering and tracking data from several existing databases to assure all pertinent historical information is included for appropriate administration of decrees.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:Two (2) year of work experience assisting engineers, scientists, or technicians with work related to engineering or physical science, and/or experience with mapping software, water tabulation, and experience working with water decrees or water court. 
AND
Bachelor’s degree from an accredited institution in a field of study related to the work assignment.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Current or former State experience relevant to this position.
  • Knowledge and experience with Colorado water rights. 
  • Proficiency with Esri ArcGIS Pro and ArcMap and other mapping software. 
  • Proficiency in evaluating the tabulation of water rights.
  • Experience working with water court applications and attorneys representing applicants. 
  • Experience reviewing and providing comments on documents filed with the water court. 
  • Experience interpreting water court decrees.
  • Proficiency in researching historical records from many sources. 
  • Water administration experience. 
  • Water measurement experience.
  • Excellent public service skills. 
  • Excellent communication and interpersonal skills. 
  • Proficiency with Google and Microsoft suites. 
  • Proficiency in Microsoft Excel and/or Google Sheets. 
  • Other experience relevant to the use or management of water resources.

The current work arrangement for this position is as follows:

  • Hybrid schedule – to be determined with supervisor after initial training period with some days working at the Pueblo Office (310 E. Abriendo Ste. B, Pueblo, CO 81004).   

Conditions of Employment:
