We invite you to consider a unique opportunity as a Water Administration Engineer with the Government of Alberta.

Reporting to the Water Approvals Team Lead, the Water Administration Engineer directs and undertakes activities that administer the Water Act; inspects and provides technical and policy advice regarding water management issues and represents the department publicly with the goal of resolving water management issues. The position also advises on compliance and enforcement matters, and public education.

The Water Administration Engineer provides community level service and represents the department by meeting with local authorities, industry and the general public, to explain department programs, services and policies and assisting them to access the same. Represents the region/ department at public hearings and appeals, and on internal/ external committees. Provides consultation/information and advice to assist and expedite approval processes and abatement activities. The position involves extensive interaction with clients, stakeholders and Indigenous communities and requires knowledge of diverse disciplines,  good engineering practices and effective interpersonal skills.

As a Water Administration Engineer you will: 
•    Administer the Water Act – ensuring complete and accurate and timely processing of Water Act approvals, licences and transfers, in relation to the legislation, and their associated Regulations, Codes of Practice, policies and guidelines.
•    Represent the Department- representing departmental/regional interests and issues through participation on internal and external review teams and committees, and provides technical expertise and input in public meetings, hearings and the appeals process.
•    Water Management Information Resource- the Water Administration Engineer responds to referrals/requests from other branches or divisions within the department, other departments, local governments, industry and the public.

The Water Administration Engineer works alongside technical staff of the Water Team and may supervise/coach junior technical staff. The position provides initiative, engineering judgement and coordinates various engineering specialties and other department agencies and public inputs required to resolve water management problems.

Qualifications

Required: 
•    University degree in Engineering (preferably in Environmental, Chemical or Civil Engineering).
•    Minimum five years of related work experience. 
•    Additional related education considered in lieu of experience on a one-for-one basis. 
•    Valid Class 5 driver’s licence.

Additional requirements
•    Must be eligible for membership with the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
•    Must include a cover letter that may also be used to assess an applicant’s written communication skills. 

Assets 
•    Experience working with Water Act and Environmental Protection and Enhancement Act (EPEA) approval/licence, legislations, Regulations, Codes of Practice and related policies and guidelines is preferred.
•    Knowledge of Public Lands Act, Municipal Governments Act, and Freedom of Information and Protection of Privacy Act.
•    Experience in the submission of technical information on a project(s) requiring an Environmental Impact Assessment under EPEA.
•    Experience working in drought situations. 

The goal of this recruitment is to fill this position at Engineering & Related Level 2. However, candidates with lesser qualifications may be considered at a lower classification and salary.

•    This competition is for 2 temporary positions, located in Calgary and Lethbridge. 
•    Monday – Friday, 7.25 hours per day / 36.25 hours per week.
