ONE POSITION: Consultant – WASH Climate Change Consultant for Tamil Nadu & Kerala
Duty Station: Chennai
Closing date to submit the application: 31 January 2024
Please note that the contract is delivery-based with a specific delivery schedule. Consultant should manage their own time and ensure submission of the deliverables as per the schedule. However, the consultant will be stationed at the partner’s office premises for execution of tasks. Additionally, will need to attend meetings at the UNICEF office as deemed necessary or as agreed upon with the contract supervisor.
BACKGROUND:
Technical support on evidence generation, preparation of materials for advocacy, partnership development, knowledge management and training of the Government, institutions and Civil Society Organizations with specific requirements for Tamil Nadu (in reference to CLAC study and overall climate agenda) on climate resilient WASH infrastructure and services and institutionalization of the climate agenda
PURPOSE OF ASSIGNMENT:
The purpose of this TOR is to hire a Technical Expert who will provide technical support in enhancing the knowledge and capacities of the Government officials of various departments, Panchayats, youth and key partners on localized mitigation/adaptation measures to reduce impact of climate change related shocks and stresses on institutional WASH infrastructure and services and for intersectoral convergence with WASH-CCES as lead towards contributing in the resilience building efforts in communities in climate change. It will further help in localization of Climate Landscape Analysis for children (CLAC) in Tamil Nadu. The Technical Expert will provide technical support in the following areas:
- Data, evidence, and knowledge management for better understanding of climate change and its impact on WASH infrastructure and services in the context of Tamil Nadu.
- Mapping of partners working on climate change related issues and development of formal/informal fora for knowledge sharing and localization/contextualization of the same.
- Capacity building of civil society organizations/government and partners on the use of data and potential solutions for making WASH infrastructure and services, climate resilient, mainly in institutions.
- Development of a framework for Climate risk and impact analysis.
- Development of vulnerability map for WASH infrastructure in TN.
- Development of SOP for making WASH infrastructure, services and institutions climate resilient.
- Development of tools and materials for operationalization of SOP.
- Demonstration of proof of concept on climate resilient WASH infrastructure and services.
- Capacity building of government, partners on SOP and technical aspect of climate resilient infrastructure.
- Identification of key areas of intervention for making health, nutrition and education programmes, climate resilient.
- Preparation of road map for progressive implementation of climate resilient WASH programme in Tamil Nadu.
- Work with CSOs, departments and youth organizations to ensure Youth engagement in climate change.
A child-centred approach shall be adopted for evaluating existing policies and programmes for ensuring that unique vulnerabilities and needs of children in the face of climate change are addressed adequately. The Technical Expert will work closely with UNICEF Chennai office, Key Departments of Government of Tamil Nadu, technical institutions, and other key partners. The TOR is expected to be completed within the current Country Programme Cycle – 2023 to 2027
MAJOR TASKS TO BE ACCOMPLISHED:
Based on the above context, the objectives of this consultancy are:
- Map out all technical agencies, Departments, Partners etc. in India working or willing to work in Tamil Nadu on climate change- their presence, scope, capacity and areas of mutual interest for Tamil Nadu (reference CLAC study) and overall climate programming.
- Scoping exercise for a formal/informal collaboration/knowledge sharing framework/ platform/mechanism with value addition potential from each partner on creating climate resilient WASH infrastructure/services in Tamil Nadu (reference CLAC study).
- Support in developing a partnership with different entities willing to collaborate (financial and non-financial collaboration) for progressive implementation of CLAC study in Tamil Nadu.
- Undertake training needs assessment in the light of CLAC study.
- Develop/adapt information package in collaboration with partners (bilingual – English and Hindi) for different stakeholders on understanding climate change and associated risks (with evidence) for different sectors as available -globally, India and Tamil Nadu.
- Develop training module and materials for different sectors and get is finalized/vetted by all concerned partners including the Government.
- Support Government/partners in capacity building and strengthening of climate change cell if it exists.
- Develop proposals in consultation with the Government and Partners and demonstrate climate resilient WASH services/infrastructure for water and sanitation.
- Prepare result-based monitoring framework in consultation with PME Specialist and monitor the partnership progress against results and suggest mid-course corrective measures, if any.
- Document the process/successes/failures of partnership and revise the training needs assessment, training materials, advocacy package as per new findings.
- Prepare climate resilient plan for water and sanitation sector.
- Prepare climate resilient plan for other sectors.
- Support and liaise with different departments for the One-Health agenda of the Government
- Finalize training materials/communication/advocacy package for rolling out climate resilient plan in Tamil Nadu; and
- Support DRR section in coordinating with key stakeholders for implementing multi-sectoral risk informed programming in Tamil Nadu.
DELIVERABLES AND DEADLINES:
- Detailed & Summary report on list of technical agencies, Departments, Partners, institutions working on climate change in India and Tamil Nadu including their work and contact details.
- Report on potential partners willing to collaborate with UNICEF and Government (aligned to CLAC recommendations) on climate resilient WASH and other climate related programmes in Tamil Nadu.
- Draft partnership proposal (financial and non-financial) for knowledge management around climate resilient WASH/other programmes and progressive implementation of CLAC study in Tamil Nadu.
- Training needs assessment report – aligned to CLAC study.
- Advocacy package for different stakeholders on understanding climate resilient WASH infrastructure, services, and other programmes.
- Training materials/agenda for different stakeholders on climate resilient WASH infrastructure and services (aligned to training needs assessment and CLAC);
- At least 150 master trainers from Government/Institutions and CBOs trained on climate resilient WASH infrastructure and services and/or One Health
- At least 500 district/block level officials/BGO partners trained on climate resilient WASH infrastructure (to help them assess the existing WASH infrastructure and develop plan on how to make them climate resilient in a progressive manner);
- Three proposals for assessing and making water supply, Solid Liquid Waste Management/Latrines and WASH in institutions climate resilient (district develop proposals with UNICEF technical support for government funding);
- Monthly monitoring reports including action taken; SOP for preparing and implementing climate resilient WASH infrastructure and services and as required in intersectoral convergence towards resilience building in climate change.
- Model/adaptable plan for climate resilient WASH infrastructure and services; and
- Training materials and implementing/monitoring tools along with Social and Behavior Change (SBC) materials on climate resilient WASH infrastructure and services (incorporating the lessons learned from the pilot).
- Timeline: The project is expected to be completed within 24 months from the start date. A detailed timeline with deliverables is attached below.
