CONTEXT:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter Section 25 of the Companies Act, 1956. JSCF is an associate member of WaterAid International and used the brand name ‘WaterAid’ in India. WaterAid‘s mission is to transform the lives of the poorest and most marginalised people by improving access to safe water, sanitation and hygiene. WaterAid India’s goal is to “Make Water Sanitation and Hygiene (WASH) poverty history in the country”.
WaterAid began working in India in 1986. WaterAid India (WAI) focuses on the poorer states in the country to better target India’s most vulnerable communities. The head office is in the nation’s capital, New Delhi. WaterAid India also has State Programme Offices in Bhopal, Raipur, Bhubaneswar, Bengaluru, Hyderabad, Patna and Lucknow. We currently work in 11+ states across the country.
WaterAid is implementing Project ‘BOOND’ in 20 GPs each of Gaya & Madhubani. Project Boond aims at improving the quality of life of marginalized communities in 40 Gram Panchayats through community and institution-led sustainable and equitable access to Water, Sanitation and Hygiene (WASH) services. The project will demonstrate community-managed WASH services in the targeted Gram Panchayats, including piped water supply, water quality monitoring, Social Art for Behaviour Change, and measures towards sustaining services by establishing entrepreneurial models of services and supplies. It will support district and state administrations to promote community managed models through training and capacity building. In addition, the project will support the Government to assess and improve the functioning of water quality labs. The project targets critical WASH behaviours such handwashing with soap and water at critical times and access of water from safe sources for cooking and drinking purposes for identified priority groups.
WORK LOCATION: Gaya and Madhubani, Need based travel to state office.
JOB DESCRIPTION
Under the supervision of Technical Specialist -WASH, WaterAid India, Technical Consultant will provide support on all WASH infrastructure related activities planned to get implemented in Madhubani and Gaya as per the quality standard norms. S/He will be based in Gaya and Madhubani office of WaterAid and would be responsible for the implementation & ensuring delivery of outcome as agreed in the Project agreement of WaterAid India and One Drop in Boond project in context of WASH infrastructure.
Thematic responsibilities
- Execution of WASH infrastructure of project through designing the low-cost community friendly layout.
- Construction quality monitoring for quality assurance and quality control of the infrastructure under-construction. Sharing real-time observation reports and facilitating corrective actions.
- Provide inputs on various aspect of WASH infrastructure related activities for sustainable integration with access components.
- Support coordination of implementation of plans in the project through regular monitoring of WASH infrastructure as per project standard.
- Responsible for various project activity with timelines for monitoring and reviewing progress and milestones.
- Take forward comprehensive documentation and learning process to depict the model infrastructure in the periodic result of project as an evidence.
- Advocate with different Govt departments, educational institutions, cultural centres, health institution other organizations or partners in community for better integration of model infrastructure.
- Facilitate/Support in orientation of the different stakeholders (Engineers, Lab technician), team members in understanding community led low cost WASH infrastructure to ensure the effectiveness of the project activities in the community.
- Support in developing Quality controls tools of WASH infrastructure in collaboration with WaterAid team on behalf of WaterAid.
Operational responsibilities
- Support in execution of project through designing, execution, quality monitoring, O&M Planning and handing over procedures of WASH infrastructure.
- Provide required support in planning and monitoring project related to infrastructure development activities in coordination with district team.
- Draft activity completion report, technical monitoring report, quality supervision report in respect to quality standards and suggest corrective actions for the WASH infrastructure in coordination with State level team.
- Ensure validation of infrastructure quality in the project activities during construction and issuance of completion certificate.
- Maintain a clear line of communication between the different stakeholders of project and WaterAid.
- Execute capacity building plan of stakeholders, sector actors and Govt department staffs on sustainable community led low cost WASH infrastructure.
- Coordinate with District Coordinator and other district team member to implement the infrastructure project activities in the defined timeline under standard norms of WaterAid India.
- Consolidate and compile the portion of reports on WASH infrastructure and support the incorporation of information into the different reports (annual, biannual and final).
Eligibilities and requirements
Education
- Degree / Diploma or equivalent qualification in civil/ environmental engineering, water/ natural resource management.
- Must have experience of working in construction quality monitoring for the purpose of Quality Assurance and Quality Control
- Qualifications in water, sanitation, and hygiene education (WASH) will be an added advantage.
Experience
- Between 3 to 5 years of relevant work experience in similar organisational/functional context.
- Experience in working closely with state and district government
- Experience in piped water supply scheme infrastructure and sanitation facilities planning and construction will be an added advantage.
Essential
- Must have own good conditioned bike/scotty for travelling in field area with a valid driving license.
Other specifications
- Experience of working on program design, technical writing, budget development and management and rural sanitation will be an added advantage
- Sound understanding of issues pertaining to rural sanitation in India
- Good communications and presentation skills, both written and oral, in English and Hindi
- Proactive and self-motivated individual capable of engaging persuasively with various stakeholders
- A self-starter, able to work independently
- Ability to travel extensively
- Prioritise set and meet deadlines
Payment
- Payment for the above assignment will be consolidated INR 30,000/ per month after satisfactory submission of monthly reports and recommendation by the immediate supervisor.
- Only out of duty station travel (through public transport) expenditure will be reimbursed as per actual.
