Salary Range:$115,122.00 To 149,659.00 Annually

GENERAL SUMMARY

Supports the Manager of Engineering by leading the civil/environmental engineering and planning practice areas in the implementation of the River Authority’s strategic plan.  Provides technical and supervisory leadership related to project delivery, infrastructure renewal and replacement, and innovative solutions to address flooding, reduce risk to life and property, and promote water quality improvements and the sustainability of watersheds in the San Antonio River Basin.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Supervises, directs, and evaluates assigned staff. Supervisory functions include: makes hiring and termination decisions; prioritizes assignments and directs work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; approves/processes employee concerns and problems and counsels or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.
  • Contributes to department strategic planning and resource management.  Coordinates staff’s task and project assignments with department leadership and other departments.
  • Serves as subject matter expert in a field related to dam safety; floodplain modeling, mapping, and mitigation planning; flood monitoring, prediction, and alerts; water quality modeling, planning and design for protection of rivers and creeks; and ecological and stream restoration. Develops new standards, implements process improvements, interprets and conveys scientific literature as applicable to complex problems, and participates in continuing education opportunities to maintain advanced technological knowledge and an understanding of emerging and innovative technologies.
  • Applies both conventional and emerging engineering practices and techniques to work that may include a variety of complex features, such as conflicting design requirements, unsuitability of conventional materials, and difficult coordination requirements.
  • Oversees quality assurance for engineering and planning tasks. Provides troubleshooting and other technical problem-solving support for technical staff to achieve specific project and agency goals. Resolves escalated technical issues requiring external or internal coordination.
  • Collaborates with other River Authority departments and external partners to provide engineering and planning support for the implementation of the strategic plan, renewal and replacement programs for physical assets, emergency response plans, and projects.
  • Represents the River Authority on local, state, and federal committees and task forces. Provides and presents information to River Authority management, Board of Directors, regulatory agencies, special committees, and community groups as needed.
  • Manages assigned programs to include goal setting, project development, budget preparation, utilization of resources, reporting, and stakeholder coordination.
  • Works with consultants and coordinates the work of consultants.
  • Performs related work as required.

SUPERVISORY REQUIREMENTS

  • This position directly supervises engineers, planners, and technicians. 

MINIMUM QUALIFICATIONS

Required Education and Experience

  • An undergraduate degree from an ABET accredited college or university with emphasis in Civil, Environmental, or Agricultural Engineering, or relevant discipline.
  • Eight (8) years of progressively responsible engineering or planning experience, including minimum of two (2) years supervisory experience in area of practice lead.
  • Preferred: Graduate Degree with an emphasis in Civil, Environmental, or Agricultural Engineering, Hydrology, or Water Resources.

Required Licenses or Certifications

  • Professional Engineer License in the State of Texas

  Must have and maintain a valid driver’s license and an insurable driving record.

Knowledge of:

  • Engineering principles and practices as applied to modeling, planning, designing, construction, and maintenance of various civil or environmental projects.
  • Sustainable design and construction practices, ecological or stream restoration project and program management
  • Federal regulations related to water resources, floodplains, and flood management (FEMA, NRCS, USACE, EPA)
  • Microsoft Office Suite, GIS and/or CAD, HEC-HMS and HEC-RAS
