1. Project BackgroundThe Liaoning Panjin Climate Resilient and Wetland Ecosystem Protection Project (“The Panjin Project”) is proposed to improve the urban climate resilience of the Panjin City through integrated urban wetland protection and spongy city transformation. The key project components include, but are not limited to, restoration of mini wetlands and ecological corridor in the urban area, reconnection of the fragmented urban water systems, upgrading of urban canal and drainage network against flash flood and waterlogging, and sponge city transformation.

The client has been conducting feasibility study as well as climate vulnerability and risk analysis. However, the following issues were identified by the Bank team in the technical design: 1) The climate risk and its connection with the project’s design is weak; 2) Inadequate hydrological analysis and its impact on the design features; 3) Lack of integrative sponge city planning coupled to comprehensive climate resilience as well as disaster risk management analysis and capacities; and 4) Lack of nature-based solutions (NBS), a combination of green and grey infrastructure integration, and use of stormwater as a resource as the project features.

Therefore, the Panjin Project Team proposes to engage a Blue-Green Infrastructure Consultant: the optimal candidate will likely be a top-tier technical expert in this field in the PRC to help addressing abovementioned issues, in particular from integrated urban/sponge city planning and nature-based-solutions (NBS) perspectives.
2. Objectives of the AssignmentThe Consultant will be involved in project preparation and implementation stage of the AIIB project and SBF lending facility under review & consideration, titled: Liaoning Panjin Climate Resilient and Wetland Ecosystem Protection Project. The Consultant will be in charge of the team of up to five individual consultants and will work towards improving the quality of the Feasibility study. preliminary technical design of the project and climate change analysis, especially through climate vulnerability risk assessment (CVRA) study.
3. Scope of ServicesThe Consultant will be involved in project preparation and implementation stage of the project in the Panjin City / Liaoning Province (PRC).
4. Consultancy Output / DeliverablesThe Consultant will be involved in project preparation and implementation stage:
Project Preparation:
– Provide professional consultancy to Panjin Project – review the feasibility study and provide advice on technical design, justification of the design from an integrated urban/sponge city planning, incorporation of good international and local practices on sponge city design, blue-green infrastructure development, and NBS.
– Provide technical support to other aspects including environmental & social, climate change and procurement when needed.

Project Implementation:
– Support the team during implementation, review preliminary design and construction drawings, and provide technical consultancy for problems or issues (if any) that may arise during construction of the Panjin Project, including but limited to design change, project quality control, budget over-run, etc.
– Provide technical support to other aspects including environmental & social, climate change and procurement when needed.
5. Implementation ArrangementThe Consultant is required to work for 70% of his/her envisaged time inputs on project sites in the Panjin City / Liaoning Province; the rest of 30% of his inputs can be organized from his/her home base. He/she will work directly with the Panjin PMO, local government and the project executing agency.
6. Support to the Consultant by the BankThe AIIB INF2 project team will make all documents and data available to the Consultant where such documents and data are essential for carrying out the Assignment.
7. Knowledge Transfer and TrainingNA
Qualification RequirementDoctor of Philosophy (PhD) in Human Geography (or similar) with an advanced degree in Urban Planning; active research interests in Landscape Hydrology as well as Urban planning and design based on ecological / green infrastructure; experience in studying the design method for Chinese city green landscape aiming at Stormwater Management based on Landscape Hydrology theory. Active bilingual knowledge of English and Mandarin languages.
