Are you looking for a meaningful role with the potential to make a difference? At the American Water Works Association, our vision is “A better world through better water.”  We are hiring a Legislative Affairs Manager in our Washington, DC office. This role will help develop AWWA’s legislative strategy and policy positions. You will interact with congressional staff, conduct legislative research, support volunteer deliberations, and collaborate with other association members.

 This position is in our Washington, DC Office. This is a hybrid reporting role; 3 days in office/2 days remote.  It is NOT a 100% remote reporting role.

JOB DUTIES:

  • Assess legislation and policy relevant to the water sector; and develop and implement advocacy strategies in partnership with staff, members, volunteers, and external partners to achieve AWWA’s legislative goals.
    • Build and maintain relationships with members of Congress and their staff, including those on key committees of jurisdiction.
    • Represent AWWA by attending hearings, briefings, and other meetings with Members of Congress and their staff
    • Facilitate coordination with other relevant organizations and coalitions to further AWWA’s federal policy priorities
    • Engage individual water utilities in case studies to inform and advance AWWA’s water policy agenda
  • Support AWWA’s volunteer structure by advising the Water Utility Council (WUC), engaging members in grassroots advocacy campaigns, and keeping members informed.
    • Develop materials and supervise logistics for WUC meetings
    • Inform members of policy developments by coordinating a biweekly newsletter and speaking at state section meetings
    • Organize grassroots advocacy campaigns to provide AWWA members with the opportunity to inform lawmakers of AWWA’s positions and recommendations
  • Assist in planning for and managing the Water Matters! Fly-In, AWWA’s annual grassroots legislative campaign
  • Manage policy development and targeted research projects to be responsive to current and anticipated member and association needs
    • Prepare work products to disseminate information to members, water sector, and other key audiences.
  • Represent AWWA at internal and external events such as meetings, workshops, and conferences as the voice of and advocate for members on both assigned topics and other topics as appropriate
  • Provide project management for contracts including responsibility for:
    • Procurement of contract support; keeping with procurement guidelines
    • Oversight of product delivery timeline and cost
    • Assuring satisfactory product deliverables and appropriate awareness by AWWA’s members and the water sector
  • Perform other duties as assigned including but not limited to:
    • Attend and/or lead meetings and conference calls, as needed
    • Act on behalf of senior manager for legislative affairs or executive director for government affairs when designated
    • Know and understand AWWA and department policies and procedures

 COMPENSATION & BENEFITS

 Pay is targeted between $95,000 to $100,000 per year depending on experience and is paired with a comprehensive benefits package that includes:

Requirements

Education, Certification or Formal Training: 

Bachelor’s degree in legislative affairs, public policy, government relations, government affairs or related field required. Knowledge of environmental policy or public health policy helpful.

Work Experience:

  • Minimum five (5) years’ direct congressional experience to include:
    • Minimum of 3 years’ experience demonstrating an understanding of legislative processes and communications
    • Working with members of Congress and their staff
    • Providing direct consultancy related to legislative issues within the water sector
    • Working at various levels of government (federal, state, and local)
  • Proficient in MS Office Suite
