- The Government of South Sudan (GoSS), has received a grant from the International Development Association (IDA) of the World Bank to implement the Regional Climate Resilience Program (RCRP) under phase 1. The GoSS intends to utilize part of the proceeds of this financing for recruitment of a Flood Management Specialist. The consulting services (“the Services”) objective is to provide advisory services to the Ministry of Water Resources and Irrigation (MWRI) in planning and development of strategies for flood management during the implementation of the RCRP. The assignment shall be for a period of two years including probation period of three months. However, the initial contract term shall be for one year, with the option for renewal on an annual basis subject to availability of funds and satisfactory performance.

- The Ministry of Water Resources and Irrigation through the Regional Climate Resilience Progam, now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested individuals should provide information demonstrating that they are qualified to perform the services (attach curriculum vitae (CV), Copies of documentary evidence of academic qualifications, professional qualifications, and registration/licensing with professional bodies). The shortlisting criteria are: i. Master of Science or PhD in Irrigation, Hydrology, Hydraulic, and Water and Sanitation Engineering from Competent University. ii. Eight (8) and above years of proven experiences in flood management, integrated water resources management and irrigation, water supply, sanitation and hygiene, with competent ability to write project proposals is needed requirement. iii. Must have proven background of working with International Development partners in the capacity of being water technical advisor, water specialist or any other senior water related position. iv. Must have experience working for governments in provision of advisory services; and particular experience in South Sudan is an advantage. 4.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” First Published July 2016 and revised Fifth Edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 5. An Individual Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations. 6.
