Consultant – Tech Assistance for Dr. Syama Prasad Mookerjee National Institute of Water and Sanitation (SPM-NIWAS)
1. BACKGROUND / RATIONALE
The Government of India (GoI) has, in the last decade, prioritized the implementation of WASH programmes for achieving sector goals. This has resulted in the achievement of nearly universal coverage status in rural sanitation. After a largely successful Swachh Bharat Mission initiative on sanitation, the focus of the government is towards the universal access to safe and secure domestic water supply, aimed at providing piped water supply through taps to all households in a fixed time frame, which will also target achieving SDG 6.1 on drinking water supply.
Under the Jal Jeevan Mission (JJM), it is aimed to provide drinking water through functional household tap connections by 2024 to those households that do not have the same, within premises. Additionally, it is aimed to sustain the sources of this drinking water supply through mandatory source sustainability measures. As per the Integrated Management Information System (IMIS) maintained by the Department of Drinking Water and Sanitation (DDWS), before the Mission was launched, as on 31.3.2019, there were 17.871 crore households in rural areas out of which 3.276 crore (18.33%) had household connection with piped water supply. About 14.6 crore households were to be provided with household connection with piped water supply. The JJM aims to ensure functional household tap connections to every rural household. There is a demand that exists and people aspire for household piped water supply. It will significantly improve quality of life, particularly of women and children and assist in ODF-Sustainability as Water is important to sustain SBM’s achievements.
An autonomous institution under Department of Drinking Water and Sanitation, MoJS, Dr. Syama Prasad Mookerjee National Institute of Water and Sanitation (SPM-NIWAS) has been set up at Kolkata, West Bengal to provide policy advice, technical guidance, training and capacity building in water and sanitation sector across rural and urban areas. The SPM-NIWAS is envisioned to take up in a holistic manner, all issues of water and sanitation sector in the Country to help in implementation of transformational Government programmes viz. Jal Jeevan Mission, Swachh Bharat Mission, etc.
