1. The Ministry of Industry, Science, Technology & Innovation (MISTI) and the Ministry of Public Works and Transportation (MPWT) through the Ministry of Economy and Finance (MEF) on behalf of the Royal Government of Cambodia (RGC), have received a Credit in the amount of US$165 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Acceleration Project (WASAC) for six years starting from 2024 to 2029 and intends to apply part of the proceeds for consulting service-firm.
2. The objective of this assignment is for Consulting firm to:
- Prepare feasibility study giving due regard to the Bank’s Environmental Social Framework and practices for an expansion of existing water supply system in Pursat Municipality (Pursat Province), and prepare engineering designs (Preliminary and Detailed Engineering Design), bills of quantity and engineer’s cost estimates, and related procurement documents for expansion of existing water supply systems in Pursat Municipality (Pursat Province).
- Prepare engineering designs (Preliminary and Detailed Engineering Design), bills of quantity and engineer’s cost estimates, and related procurement documents, including updating the project’s environmental and social safeguard documents, which specifically included an update of, according to possible changes/revision of design, the site specific environmental and social management plan (ESMP) for expansion of existing water supply systems in Battambang Municipality, which has been developed during the project preparation (Battambang Province) and preparing a site specific environmental and social management plan (ESMP) for expansion of existing water supply systems in Pursat Municipality. The two documents shall be at quality accepted by the clients (and the Bank). In particular assess the functioning of the grievance management mechanism of existing water supply systems in Battambang Municipality and prepare an effective GRM for expansion of existing water supply systems in Pursat Municipality.
- Carry out supervision of the construction of these works ensuring compliance with the designs and specifications, and associated with the national environmental and social laws and regulations (including the Prakas on EIA) and World Bank (WB)’s ESF requirements, including the preparation/update of the mentioned instruments (above) and preparation/update (as required) of the site-specific Indigenous Peoples Plan (IPP) and Resettlement Plan, and completing within the time and allocated budget.
3. The WASAC Project now invites expressions of interest from eligible consulting firms to undertake the above-mentioned services, for which the detailed Terms of Reference (TOR) can be found at:

4. Interested Consultants must provide information indicating that they are qualified to perform the services. The shortlisting will be on information demonstrating that the Consultants are qualified to perform the services. The Consulting firm, or firms in the case of a joint venture, must specialize in design and construction supervision and contract management. The consulting firm or firms should have the following experience/qualifications:
- Have 15 years’ experience in the water supply sector,
- Have at least ten (10) years of experience in Works Supervision of construction of water supply system,
- Have at least ten (10) years of experience in designs of water supply system,
- Have successfully completed at least 2 similar assignments with multilateral donor funded project in the last 7 years,
- Have experience in Cambodia or in South East Asia.
5. Key Experts will not be evaluated at the shortlisting stage.
6. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
7. Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Only those firms, which have been shortlisted, will receive notification. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s “Procurement Regulations for IPF Borrowers, Procurement in Investment Project Financing, Fifth Edition, dated September 2023.

9.
