Responsibilities

The Systems Integration (SI) Group in the Physical Detection and Deployment System (PDSD) Division seeks an impactful project manager primarily focused on the DoD energy & water resilience scope at PNNL. We seek the highest caliber project management talent to strengthen our stakeholders’ ability to sustain resilient and assured delivery of cyber-secure fuel and power in contested environments against near-peer competitors.

Responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. Also responsible to define the projects objectives and oversee quality control throughout its life cycle. Key attributes leading to the determination of upward progression in this career family include: project complexity, risk, team size, business volume, contract type, and political/client/business sensitivities.

The project manager will lead teams to support a variety of DoD mission needs including but not limited to conducting technical analyses, coordinating with subject matter experts and other project teams, and develop solutions to help DoD partners to become more energy and water efficient and resilient to utility disruptions. They will coordinate with diverse stakeholders including federal facility operators from across the country, utility providers, industry partners and researchers/subject matter experts across PNNL to strengthen the agency’s utility management programs. The candidate will provide expert delivery with little supervision or managerial support and will lead and guide their project teams. This includes coordination of resources across divisions and programs.

The incumbent will reside in the Washington, DC, area (D.C., Maryland, and Virginia) and regularly engage with sponsors, project team members, other project managers, and the Sector to manage product offerings, program execution, expert delivery, and ongoing strategy efforts.   This individual will also interface with internal PNNL support organizations such as Contracts and Project Controls Group.  The incumbent will manage project risks and maintain project records with activities such as Electronic Prep & Risk information, overseeing project record archives, and maintaining project management plans.

The incumbent will work on sensitive projects requiring the ability to access classified information, as needed, and interact with sensitive information (Secret, C/FGI-mod, OUO) and must have or be able to obtain a DOE Q Clearance.

The preferred candidate will:

  • Provide clear and consistent management direction and guidance to ensure the project is managed effectively. This includes addressing all internal and external operational issues affecting the efficient and safe implementation of the PNNL project work scope; documenting proper processes and procedures and performing QA and QC of all deliverables (to include data analysis check).
  • Sponsor engagement is critical and promoting open, clear, and frequent communication with the sponsor and PNNL personnel supporting the project.
  • Continuously assess and identify the ES&H, security, and performance risk of the project’s current and planned work scope and ensure proper mitigation methods are in place and communicated, including promoting an open environment for staff to bring forward such issues.
  • Oversee the execution of activities performed across multiple projects and sponsors.
  • Coordinate with project and internal PNNL management to plan for, develop, and secure the necessary staffing and other resources to execute all assigned project activities successfully.
  • Lead or participate in periodic program and project reviews and program effectiveness assessments.
  • Monitor the overall financial performance and key outcomes of the PNNL-managed projects, including direct oversight of special projects.
  • Review training requirements of project roles, identify training requirements for new project staff or those changing roles, and communicate these requirements to the staff member, their immediate line manager, and the appropriate Administrator for dissemination/scheduling.
  • Identify and communicate new project scope opportunities.
  • Demonstrated management and administration of multiple subcontracts and development of management control systems and processes.  The position requires unique and independent problem-solving skills, including strategic thinking and planning and tactically managing in ambiguous and rapidly changing conditions. 
  • This position is expected to work with non-sensitive, sensitive, and classified information as appropriate for individual projects, and the incumbent should demonstrate an ability to manage sensitive business situations and influence positive outcomes. The person in this position must recognize and accept that they will work in technical areas associated with the National Security of the United States.

Qualifications

Minimum Qualifications:

  • BS/BA and 9+ years of relevant project management experience -OR-
  • MS/MA or higher and 7+ years of relevant project management experience

Preferred Qualifications:

  • Ten-plus years of project management experience is preferred.
  • Experience working with the Department of Defense, U.S. Army, or other Federal agencies.
  • Experience working with military personnel and leadership.
  • Ability to work remotely with Army and PNNL staff using online collaboration tools.
  • Experience in water conservation and energy efficiency, metering technology, data analysis and modeling, building energy simulations, sustainable design, and operations, or building controls.
  • Direct experience with project planning and execution, preferably with the Army, and in the areas of energy management, public works, or master planning.
  • Experience working with project development and funding, life-cycle cost analysis, and third-party (performance based) financing.
  • Knowledge of federal laws and other applicable requirements governing energy and water management.
  • Experience in leading the publication of technical reports, briefings, and presentations.
  • Excellent verbal and written communication skills.
  • A collaborative approach to problem-solving and the ability to work well with inter-disciplinary and geographically distributed teams.

Might require limited travel to PNNL’s Richland campus, as well as local travel to sponsor offices (Washington, DC).

This position requires the ability to obtain and maintain a federal security clearance. 

Requirements:

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.

Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
