The Great South of Madagascar regularly faces droughts generating humanitarian emergencies characterized by increased malnutrition, food insecurity, lower access to drinking water and a deterioration in socio-economic conditions. An increase in population and water needs accompanies this low availability of water resources. Permanent watercourses are very few in number and generally far from residential areas in a context where the habitat is very dispersed and generally composed of villages not exceeding 1000 inhabitants. These communities must exploit groundwater via boreholes equipped with PMH, medium-scale systems (boreholes equipped with a solar pump supplying a reservoir connected to a water network), but also traditional wells or even manually dug holes.
These communities must travel long distances, up to 30 km, or rely on prohibitive water dealers to cover their vital water needs, knowing that the available water is generally highly contaminated and conducive to the outbreak of waterborne diseases.
The environmental and social aspect plays a key role in implementing UNICEF Madagascar’s WASH programme.
Among the projects implemented, the WASH sub-project of the MIONJO project, funded by the World Bank, is implemented by UNICEF. This sub-project includes (i) the conversion of 606 existing water points to a MUS system and (ii) the installation of 10 water supply systems equipped with watermakers by 2025. The regions of intervention are Anosy, Androy and Atsimo Andrefana.
Particularly in this sub-project, the first phase of the program uses the project’s environmental and social risk management instruments: the Environmental and Social Management Framework (ESMP), the Resettlement Framework (RC), the Integrated Pest and Pesticide Management Plan (PIGPP); the Dam Management and Safety Manual (MGSB); the Workforce Management Plan (MPMP); the Action Plan against Sexual Abuse and Exploitation and Sexual Harassment; as well as the Stakeholder Engagement Plan (PMPP) and the Complaints Management Mechanism. These instruments have been prepared and validated in accordance with the applicable National Legal Framework and the World Bank’s Environmental and Social Framework (ESF) with its ten (10) Environmental and Social Safeguards (ESS), of which eight (08) are relevant to the ASRP: ESS1 Assessment and Management of Environmental and Social Risks and Effects; ESS 2 Employment and Working Conditions; ESS 3 Resource Efficiency and Pollution Prevention and Management; ESS 4 Public Health and Safety; ESS 5 Land Acquisition, Land Use Restrictions and Involuntary Resettlement; ESS 6 Biodiversity Conservation and Sustainable Management of Biological Natural Resources; ESS 8 Cultural Heritage; and ESS 10 Stakeholder Engagement and Information.
Throughout the implementation of these programmes, UNICEF intends to recruit an Environmental Officer whose mission is described in these Terms of Reference
How can you make a difference?
The Environmental and Social Safeguarding Officer reports to the WASH Specialist for guidance and general supervision.
He/she will ensure that the activity complies with the project’s environmental and social risk management framework documents.
He/she supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme within the framework of the country programme in the areas of intervention of WASH Madagascar. He/she provides technical advice and management support throughout the programming processes in order to facilitate the administration and achievement of the programme’s results. WASH-related products in the country programme. Specifically, and in accordance with the safeguarding instruments described above, he or she is called upon to integrate the management of environmental risks and effects into all phases of the execution of the various activities or sub-projects related to the different components.

To qualify as an advocate for every child you will have…
- First University Degree (i.e. bachelor’s degree or equivalent) of Experience: in Environmental Science, Environmental Management, Agronomy, Geography, Social Sciences, Sociology, Anthropology, sustainable development or a related field
- Completion of additional attested or certified training courses in the following areas: Environmental and Social Impact Assessment (ESIA), Environmental Monitoring, Environmental Risk and Impact Management, Health, Safety and Environment (HSE), or Environmental Management System, or similar, is an asset.Other relevant postgraduate courses that complement the main degree are a considerable asset.
- A minimum of:• Required two (2) years of experience as an Environmental and Social Safeguard Officer or related work• Required one (01) years of proven experience in environmental and social impact and/or risk assessment, experience in projects financed by the World Bank Group would be an advantage.NB: Successful and proven training and experience in project management and environmental and social analysis will also be a considerable asset.
- Fluency in French and English is required. Able to correct documents.
