VACANCY TITLE: Senior Specialist – Climate Adaptation Policy

LOCATION: Rotterdam, The Netherlands

TERM:  Initial contract duration 1 year with possibility of extension

INTENSITY: 40 hours per week, 5 days per week

SALARY INDICATION: 85,000 – 100,000 EUR (Yearly Gross – all inclusive)

ABOUT THE ROLE

Profile

Join us at the Global Center on Adaptation (GCA) as Senior Specialist – Climate Adaptation Policy. As part of GCA’s ongoing support to IMF’s Resilience and Sustainability Trust, you will play a vital role in GCA’s mission as a solutions broker in the field of climate adaptation. You will pro-actively support the team on a range of program activities under the Africa Adaptation Acceleration Program (AAAP) and in South Asia, with a specific focus on analytics and technical assistance on issues such as policy development and public financial management to accelerate and scale up climate adaptation. You will lead the procurement and implementation of technical assistance projects, manage contracts as well as complex and sensitive partnerships, and play a leading role in portfolio development. You will collaborate closely with experts from all over the world, gaining exposure to diverse GCA programs. Your work will shape and realize climate adaptation strategies at the national scale. RESPONSIBILITIES 

Under the oversight of the Director of Programs, and directly reporting to the Global Lead Water and Urban, you will support GCA’s technical assistance to the IMF’s Resilience and Sustainability Trust. Responsibilities will include:

  • Leading analytical work and technical assistance to identify macro-critical climate risks to specific countries; economic sectors critical for economic and human development; and key areas for policy engagement, to accelerate and scale up climate adaptation.
  • Supporting national-level policy dialogues for identifying, developing, and implementing policy and public financial management (PFM) measures.
  • Supporting the procurement and oversight of highly innovative and transformative technical assistance projects related to policy development and improved public financial management to accelerate and scale up climate adaptation.
  • Lead the development of the project pipeline, procurement, progress tracking, and reporting.
  • Supporting the preparation of knowledge products, (e.g. briefs, presentations, reports) on GCA’s activities.
  • Performing other related duties as assigned.

Job requirements

  • A Master’s degree in development studies, macro-economics, public administration, development policy or a related field.
  • A minimum of twelve years of relevant experience related to policy development, climate adaptation, and public financial management in Africa. Experience in Asia is of added advantage.
  • Hands-on experience in working with international financial institutions such as World Bank, International Monetary Fund, or other International Financial Institutions.
  • Excellent conceptual understanding of key subject areas such as policy development, public financial management, and climate change, combined with a proven ability to translate this conceptual understanding into policy recommendations.
  • Excellent communication skills: excellent written and spoken English, backed by an outstanding ability to articulate and present complex ideas into clear advice and recommendations to a diverse audience of stakeholders at the senior political and technical levels.
  • Strong interpersonal skills: proven ability to function effectively in complex international environments and operate in multi-disciplinary and multicultural teams, working in multiple locations, and to resolve conflicts constructively and diplomatically.
  • Willingness to travel to project locations in Africa or Asia, at least 4 to 5 times a year.
  • Working knowledge of French considered to be of additional advantage.
