Key Responsibilities include, but are not limited to:
Assistant Water Plant Operator I/II

• Regularly conduct rounds to monitor plant operations and maintain plant equipment and grounds; observe, evaluate, troubleshoot, and report condition of the facility and equipment, including pipes, pumps, valves, feeders, motors, basins, tanks, generators, analyzers, and sludge beds; take and record measurements and instrument readings, such as pressures, temperature, flow, volume, and concentrations; operate and adjust pumps and valves; calibrate and perform preventive maintenance on plant instruments; observe and report on the flow, volume, and quality of the water, color, odor, and turbidity; and assist in maintaining grounds in a clean, orderly, and secure state.
• Draw samples of water and other materials from the different phases of water treatment; measure and analyze the samples to determine compliance with Valley Water and regulatory standards for chlorine, ozone, phosphate, and ammonia residuals, pH, turbidity, taste, and odor. Receive and monitor deliveries of bulk chemicals and other plant supplies.
• Perform cleaning and maintenance procedures on operating equipment and facilities; including flocculators, basins, filters, sludge drying beds, washwater clarification system, and containment and delivery areas. Employees have a responsibility for safety; for following safety regulations and safety policies and procedures applicable to their work; and for carrying out those responsibilities with due diligence as a condition of employment.
• Use the plant’s computer based Supervisory Control and Data Acquisition (SCADA) system to monitor plant operations; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve water, chemical, and equipment readings. Perform various administrative tasks, including data entry into spreadsheets, update standard operating procedures, initiate work orders, maintain, compile, and update plant operations logs and reports.

Water Plant Operator / Senior Water Plant Operator

• Oversee all plant activities on an assigned shift (i.e., maintain situational awareness of, or assist in, maintenance, engineering, and construction work, special projects, contractors, non-plant District employees and all plant visitors); represent the treatment plant with personnel located offsite such as retailers, regulators, other District plants and support units, and other water agencies; direct the activities of the operator on shift; and formulate production and quality related decisions.
• Use SCADA to monitor and control plant operations, investigate, and respond to alarms; scan multiple computers monitors simultaneously; navigate program screens to observe, track and retrieve on-line instrumentation readings for water, chemicals, and equipment. Control process systems and analyze data to ensure State and Federal drinking water codes and regulations are met.
• Perform data entry into spreadsheets and database programs, initiate and follow up on work orders for preventative and corrective maintenance; create and revise standard operating procedures; order chemicals, maintain, compile and review plant operations data; complete entries into the plant’s logbook; participate in pass down and review SCADA system to determine plant status and activities at shift change.
• Perform shift duties as the assistant operator including plant rounds; physically observing treatment process and equipment functions, cleaning and maintenance procedures on operating equipment and facilities such as flocculators, basins, filters, pipes, and containment and delivery areas.
• Perform scheduled and emergency plant shutdowns and start-ups.
• Train lower-level operator staff; sign off on training schedules.

Ideal Experience:
Assistant Water Plant Operator I:

• Zero-One (0-1) year of experience, including intern/temporary, in a similar work environment, such as handling industrial chemicals, working various alternating shifts (including night shift), operating mechanical equipment, and/or maintaining regulatory compliance.

Assistant Water Plant Operator II:

• One (1) or more years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.

Water Plant Operator

• Three (3) or more years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.

Senior Water Plant Operator

• Five (5) years of experience as a licensed operator at a water treatment plant. Two (2) of the five (5) years must have been working as a state-designated shift operator while holding a valid T3 operator certificate at a facility rated at a T4 level or higher.

Water Plant Operator

• Working experience/expertise in operating and troubleshooting standard and advanced water treatment plant equipment
• Proficient in water treatment math and chemistry
• Proficient in MS Office (Word, Excel, Outlook), SCADA, Maximo.

• Ability to train, organize, assign, and review the work of staff.
• Navigate and interpret SCADA screens.
• Multi-task with short deadlines.
• Comply with standards, rules, regulations, policies, and procedures.
• Monitor, operate, and maintain water treatment plant machinery and equipment, including pumps, motors, feeders, and valves and recognize mechanical issues.
• Collect samples and perform routine laboratory tests to measure water quality indicators such as turbidity, pH, ozone, and chlorine.
• Read and interpret gauges, recording devices, and related monitors.
• Recognize, identify, diagnose, and respond to water quality and operating problems.
• Make sound, independent decisions within established policy and procedural guidelines and according to best engineering practices.
• Perform the role of Shift Operator as defined by California Code of Regulations (CCR) Title 22, Division 4, Chapter 13, Section 63750.70.
• Evaluate facility performance and water quality reports.

Senior Water Plant Operator

• Subject matter expert in water treatment operations.
• Perform complex or unusual operations that assume a high level of responsibility.

Ideal Knowledge:
Both Assistant Water Plant Operator I &II

• Knowledge of the water treatment process
• Understanding of job duties of water plant operators
• Good high-school level math skills
• Basic understanding of chemistry
• Knowledge and recognition of importance of safety protocols, especially around chemicals

Both Water Plant Operator / Senior Water Plant Operator

• Working experience/expertise in operating and troubleshooting standard and advanced water treatment plant equipment
• Proficient in water treatment math and chemistry
• Proficient in MS Office (Word, Excel, Outlook), SCADA, Maximo.
• Operational characteristics of the mechanical equipment and chemical feed systems for the assigned treatment plant.
• State regulations pertaining to the shift operation of a T-5 rated water treatment plant, including reporting procedures and requirements.
• SCADA system components and capabilities.
• Knowledge of practices and responsibilities of leading the work of assigned staff
• Understanding and familiarity with new or pending regulations such as algal toxicity.

Ideal Training and Education:
Assistant Water Plant Operator I

• Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

Assistant Water Plant Operator II

• Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

Level II Substitution:

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training and experience required at the time of application.

Water Plant Operator

• Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

Senior Water Plant Operator

• Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.

Required License or Certificate

Possession of, or ability to obtain, an appropriate, valid California driver’s license. Individuals who do not meet the driver’s license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
Assistant Water Plant Operator I

• As a condition of employment individuals must acquire and maintain a Grade T2 Water Treatment Operator certificate issued by the California State Water Resources Control Board within eighteen (18) months of appointment.

Assistant Water Plant Operator II

• Possession of a Grade T2 Water Treatment Operator certificate issued by the California State Water Resources Control Board.

Water Plant Operator

• Possession of a Grade T3 Water Treatment Operator certificate issued by the California State Water Resources Control Board.

Senior Water Plant Operator

• Possession of a Grade T4 Water Treatment Operator certificate issued by the California State Water Resources Control Board.
