The Environment Directorate (ENV) provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient and low-carbon green growth path.

Within ENV, the Environment Performance and Information (EPI) Division undertakes work on environmental information and indicators, including the development and maintenance of important databases such as the Policy Instrument for the Environment (PINE) database, the Inventory of fossil fuel support and the Sustainable ocean database. The Division is responsible for the production of the OECD Environmnetal Performance Reviews and the Green Growth Reviews. It also works on economic instruments including carbon pricing, fossil fuel subsidy and more broadly environmental fiscal reform.

Job Description

Role

The Young Associate will report to a Senior Economist in the EPI Division. They will conduct data analysis and carry out background research on a variety of topics and projects, in particular on environmental policy used in OECD member and partner countries.

Main Responsibilities

  • Contribute to the Division’s work on tracking and analysing market-based and non-market based instruments used for environmental policy (climate, biodiversity, circular economy, natural resources, etc).
  • Contribute to initiatives to integrate OECD’s environmental policy databases across other Directorates and Committees, including the Policy Instruments for the Environment (PINE) database, the Climate Actions and Policies Measurement Framework (CAPMF) under the International Programme for Action on Climate (IPAC), the Environmental Policy Stringency (EPS) index, the Inventory of Support Measures for Fossil Fuels (FFS), Effective Carbon Rates (ECR), and the Inclusive Forum on Carbon Mitigation Approaches (IFCMA).
  • Carry out policy analysis and background research on themes relating to the work of the EPI Division.
  • Contribute to disseminate the EPI Division’s work, including preparation of material to promote major outputs.

Qualifications

Ideal Candidate Profile

Academic Background

  • Undergraduate degree in economics, energy policy, environmental science and policy, public policy or a related discipline (graduation date between 1 January 2023 and 1 September 2024). Applications from candidates who already hold or are enrolled in a Master’s, PhD, or equivalent degree will not be considered.
  • Course work in economics and quantitative analysis is required, courses in natural resource management, including energy would be an asset.

Skills

  • Data analysis and quantitative skills (experience with Excel, Stata, R or Python) would be a distinct advantage.
  • Ability to carry out research, draft methodological and analytical papers, as well as briefing notes, brochures and meeting summaries.
  • Ability to work on different projects with varying timelines and within a team.

Languages

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or willingness to learn, the other.
