Job Title: Deputy Field Director 

Organization: Community Water Center Action Fund 

Location: Based in Visalia, CA. All candidates for this position must be able to report in-person to a Community Water Center office at least two days per week. Staff are expected to report in-person for work more than two days a week if needed based on job responsibilities. 

Organization Description: Community Water Center Action Fund is a 501(c)(4) non-profit organization formed to ensure that all communities have access to safe, clean, and affordable drinking water through organizing, advocacy, and political engagement. CWCAF’s team is passionate, dynamic, and believes in the cause of water justice and making real change driven directly by impacted communities. Our organizing and advocacy work, community collaborations, and organizational culture all reflect a concern for equity, mutual respect, appreciation for diversity, and environmental and social justice. 

CWCAF is a sister organization to the Community Water Center (CWC). Certain activities listed below are carried out through an agreement authorizing the sharing of staff time between CWC and CWCAF. 

Position Description: The Deputy Field Director will play a key role in empowering historically disenfranchised communities who lack access to clean drinking water in the San Joaquin Valley of California. This position will lead a team of 15-20 canvassers engaged in voter engagement efforts, including both issue-based organizing related to groundwater quality and quantity and direct campaigning for targeted electoral races. The Deputy Field Director will also engage in important strategic planning and campaign development processes to obtain safe drinking water and responsive leadership in impacted communities. 

The Deputy Field Director is a regular, full-time, exempt, salary-employee position based out of our Visalia office and will report to the CWCAF Field Director. All employees at CWC and CWCAF are “at will.” This position will work closely with the Political Power Building Advocate, Communications and Data Associate, as well as other CWCAF staff, community members, ally organizations and agencies, and various interns.

 Ideal Candidate: 

The ideal candidate will have a passion for political power-building and political organizing to advance environmental justice. Candidates will be passionate to obtain safe drinking water for all Californians, serve low-income communities of color, and advocate for public policy changes. Candidates will excel at this position if they are excited to work collaboratively alongside other staff, impacted community residents, and government and NGO partners to remove barriers to safe and affordable drinking water and cultivate political leadership. Candidates must also excel at campaign strategy, be nimble and self-directed, and demonstrate motivation to their team of canvassers.

 Major Responsibilities:

  1. Campaign Implementation: Oversee the execution of campaign strategies, including organizing community events and conducting door-to-door canvassing, phone banking, and voter registration drives. 
  1. Team Management: Supervise and support a team of 15-20 canvassers engaged in voter engagement efforts. 
  2. Training and Development: Train, mentor, and provide ongoing support to canvassers, ensuring they have the knowledge, skills, and resources to engage with community members effectively. 
  3. Data Management: Ensure accurate data collection and reporting from canvassers, tracking outreach activities, voter registration, and other campaign metrics to evaluate progress and inform campaign strategy adjustments. 
  4. Outreach Materials: Collaborate with the communications team to develop and distribute educational materials, voter guides, and campaign collateral. 
  5. Strategic Planning: Collaborate with the CWCAF Field Director and Political Power Building Advocate to develop strategic campaign plans that include integrated voter engagement and direct campaigning components for specific electoral races. This includes analyzing voter data and creating campaign calendars and plans. 

General Duties 

  • Foster an environment that promotes trust and cooperation amongst CWCAF staff, community members, and affiliate organizations. 
  • Attend and actively participate in staff, management, planning, program meetings; reporting processes; and staff retreats. 
  • Actively participate in program strategy, including phone banking, canvassing campaign plan development, and staff meetings. 
  • Other duties as assigned by the Executive Director, your Supervisor, and other Directors.

Required Qualifications 

  • Bilingual fluency in English and Spanish. 
  • 2+ years of management experience with full-time staff or managing a team of canvassers. 
  • 2+ years of experience in community organizing, voter engagement, or political campaigns, with a demonstrated understanding of integrated voter engagement and direct campaigning strategies. 
  • Excellent interpersonal and communication skills to engage with community members, stakeholders, and elected officials. 
  • Flexibility to adapt to changing campaign priorities and work in a fast-paced environment. Preferred Qualifications 
  • Knowledge of political organizing tools such as PDI or NGP VAN. 
  • Strong organizational skills with attention to detail for data management, reporting, and campaign logistics.
  • Knowledge of groundwater issues, environmental justice, or grassroots power building 
  • Familiarity with Tulare County’s demographics, political landscape, and historical challenges is advantageous. 
  • Proficiency in data management systems, digital organizing tools, and basic computer skills. 
  • Bachelor’s degree in a related field or equivalent experience.
  • Fluency in languages spoken within the target communities, such as Tagalog, Punjabi, Hmong, Portuguese, Mixteco, Triqui, and Zapoteco, are highly desirable.

 Salary: $65,000-$82,000 per year based on experience and qualifications.
