Why does the job exist?
The primary purpose of this position is to support the ISC’s mission of ensuring that the state of New Mexico maintains compliance with the water delivery requirements of the Rio Grande Compact. The position will assist ISC senior level staff and management with aspects of the Rio Grande Compact, including assisting with management of the San Juan-Chama offset program, Strategic Water Reserve, assisting with Compact accounting and other technical project management activities and contractor oversight.
How does it get done?
The primary job tasks for the position are to:
Assist the Rio Grande Bureau in conducting various projects throughout the Rio Grande Basin from the headwaters in Colorado to Fort Quitman, TX, as necessary and as scheduling permits. This work may include:
1) Supporting ISC water management planning efforts,
2) Collecting River and canal gaging data, supporting and conducting seepage runs, and monitoring water levels,
3) Assisting with water right priority studies or water rights applications,
4) Assisting with data entry and data organization, analyzing data, developing maps, tables and presentations,
5) Utilizing a Riverware model for Rio Grande water operation simulations in order to evaluate water management and reservoir
operation decisions with respect to Rio Grande Compact compliance, and serving the best interests of the State
6) Assisting supervisor and/or senior staff with management of the San Juan-Chama Depletion Offset Program, implementing
and maintaining standard protocols for administering this program, and working closely with Office of the State Engineer staff
7) Attending meetings and interfacing with federal, local, and state stakeholders
8) Serving as Rio Grande Bureau CO-lead to oversee and perform streamflow measurements at key stream gage locations using an
acoustic Doppler current profiler (ADCP) to help support water operations and management decision-making. Work with ISC
Tribal Liaison to maintain access agreements with tribal authorities, as needed, and
9) Assisting the project manager of the Elephant Butte Delta Channel Project. This work involves the maintenance and construction of the Delta channel, ensuring compliance with applicable permits (Clean Water Act Section 404 and 401 (Water Quality Certification)) and the requirements of the Fish and Wildlife Service Biological Opinion.
Who are the customers?
The job is done to address the regulatory and policy requirements of the Interstate Stream Commission, its Director, and State Engineer; indirectly the job assists in providing regulatory certainty to New Mexico Rio Grande water users. The job provides technical support for maintaining compliance with the Rio Grande Compact.
Ideal Candidate
The ideal candidate should have:
1) A basic understanding of New Mexico water rights and basic water law, and interstate compacts,
2) Experience with water management, and planning efforts,
3) Experience with technical input related to hydrology, geomorphology, water balance and depletion evaluations,
4) Experience working with the public, stakeholders and collaborating with teammates, using excellent interpersonal and
communication skills,
5) Technical understanding of the concepts and methods of water balance and accounting, and evaluating the change in
depletion from changes in vegetation, topography and water surface area,
6) Writing and evaluating technical memoranda,
7) Familiarity with streamflow measurement concepts and methods, especially collecting river and canal gaging data using an
acoustic Doppler current profiler (ADCP) instrument, and
8) Supporting and conducting seepage runs, and monitoring water levels.
Minimum Qualification
Bachelor’s Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. Employment Requirements
Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
This position will work mostly in an office setting with extensive exposure to personal computer and telephone use, and will be required to work in the field, to travel to other locations, to meet with stakeholders, the public and agency personnel. The use of GPs, flow meters and dataloggers, Xerox machine, graphics, basic programming, and projectors as needed. Must be able to lift at least 25 pounds.
