Background: FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster, or displacement. FHI 360’s Crisis Response Team currently provides life-saving interventions in the health, nutrition, WASH, cash, protection sectors.
CRT is seeking consultants in the following technical and operational to be added to FHI 360’s humanitarian consultant roster:

- Emergency Nutrition Consultant (The Nutrition Unit is specifically looking for specialists in maternal infant and young child nutrition in emergencies, management of wasting for moderate and severe acute malnutrition with and without complications, maternal and adolescent nutrition in emergencies, and micronutrient supplementation.)

- Emergency WASH Consultant
- Emergency Cash Consultant
- Emergency Grants & Partnerships Consultant
- Emergency MEAL Consultant
Operational:
- Emergency Humanitarian Access, Safety and Security Consultant
- Emergency Finance Consultant
- Emergency Logistics Consultant
For the technical positions, ideal candidates have competencies in most of the following areas: assessments, monitoring and evaluation, coordination, policy/advocacy, and program development. For operational positions, candidates with start-up experience are encouraged to apply. Successful candidates will be added to Crisis Response’s Consultant Roster and will be engaged as needed.
Scope of Work: Consultants on the Crisis Response Team roster may deploy both for new program start-up in an acute or protracted humanitarian emergency, or to support existing emergency responses fill critical role gaps. The overall responsibilities of the consultant include performing the technical or operational specifications of their role to support the affected population. The humanitarian consultant will typically be utilized in senior field leadership roles. Dependent upon the posting, management of staff (expat and/or local staff) may be required, as well as effective collaboration and communication with the management structure of the response. The humanitarian consultant will also be tasked with the transfer of responsibilities and knowledge to the remaining, longer-term staff before departure, including handover to a full-time replacement, as applicable.
Specific Tasks and Responsibilities: Terms of Reference, specifying the role, responsibilities and reporting lines will be supplied for each assignment. Typical core responsibilities would include:
- Start-Up and/or manage FHI 360’s on-site humanitarian response for their assigned area, ensuring quality and on-time delivery.
- Utilize the consultant’s sectoral or operational expertise to implement activities that fulfill the program objectives based on the humanitarian needs of the affected populations.
- Oversee and ensure compliance with FHI 360 policy, procedures and practices in their area of responsibility; recommend emergency specific policies as needed for the operational context.
- Work closely with the relevant Crisis Response HQ Technical or Operational Advisor and the HQ Program Backstop to communicate with and collaborate on the program needs in country for additional HQ support and guidance.
Deliverables: [These will be provided with each assignment-specific Terms of Reference]
Travel: Assignments will involve travel to the country of the humanitarian emergency and will frequently involve travel within the country itself. In rare instances, assignments will be remote due to access or travel constraints. FHI 360 will book and cover the cost of necessary travel for this assignment.
Level of Effort: Typically, 3 –4 months with 100% dedication to the TOR-specific program.

Qualifications
- University degree in any relevant field.
- At least 3-5 years of professional experience in acute humanitarian emergencies or protracted crises.
- Excellent written and oral communication skills in English; Knowledge of a second language such as French, Spanish, Russian, or Arabic an asset.
- Demonstrated skills in effectively managing programs and/or operations in difficult operational contexts and insecure environments. Management skills are essential.
- Knowledge of FHI 360 systems and compliance an asset, but not required.
- Excellent communication skills.
- Proven writing and editing skills, including the ability to effectively write and edit grant proposals and reports.
- Familiarity with US government donor compliance regulations is essential
- Ability to be flexible yet productive in a rapidly changing environment.
- Willing to work in complex security environments with minimal infrastructure and fluid context.
- HEAT training received in past 5 years a plus (with certificate from issuing organization)
- Experience starting up new responses with limited systems is a plus.
