Objective and Purpose of the Assignment
The project management unit (PMU) will be the core unit responsible for the overall management of South
Tarawa Water Supply Project (STWSP) including day-to-day project related activities, compliance with
provisions of all grant agreements, government policies and guidelines, project administration,
preparations of grant withdrawal applications and maintenance of records. The implementing agency for
STWSP is the Ministry of Infrastructure and Reneweable Energy (MISE).
The PMU is expected to include the Project Manager (PM), Deputy Project Manager/Procurement Specialist
(DPM), Project Accountant, Safeguards Manager and Social Development and Gender Specialist. The project
director (Director of Engineering Services- MISE) and PMU will supervise and provide counterpart support
services to Project Implementation Assistance and (to a limited period to Project Design Advance (PDA)
consultant firm).
The PMU Social Development & Gender Specialist will provide overall management and implementation of
STWSP Gender Action Plan. The initial assignment duration is eleven months inputs over a two-year period
with the possibility to extend subject to satisfactory performance.
Scope of Work
The PMU Social Development and Gender Specialist will work closely with PDA (for a limited period) and
PIA consultant teams including the Gender Specialist. The SDGS will also be required to work with
contractor and selected CSO to implement WASH Part B programme.
Detailed Tasks and/or Expected Output
(i) Oversee the overall implementation of the Gender Action Plan (GAP) including undertaking field
visits to monitor GAP progress and coordinating with the MISE gender focal point, contractors and CSO in
implementing the gender activities under the WASH component;
(ii) Assist in monitoring project implementation with the view to identifying any unanticipated risks
and/or sensitive gender impacts. If such risks and/or impacts eventuate, adjust, adapt, and/or develop
project activities to implement appropriate mitigation measures either through amending GAP or RP;
(iii) Support the contractor and CSO to conduct a gender inclusive participatory community consultations
with local women and men (in separate groups) to meet/exceed women participation target;
(iv) Organize gender trainings, workshops and events for the PMU staff, PIA consultants, the CSO
implementing WAP Part B, local CSOs and relevant MISE/PUB staff;
(v) Implement the collection of sex-disaggregated data relevant to the project and reflecting on GAP
targets and indicators and prepare GAP progress reports with inputs from PIA consultants’
monthly/quarterly progress reports;
(vi) Work with MISE and PMU Public Relations Officers to publish in local newspapers and to put up on
MISE-STWSP home page GAP targets and deliverables that have been achieved every six months period
throughout duration of project;
(vii) Working closely with PUB, CSO and other relevant consultants, collect qualitative data over the
life of the project in 4 – 6 project areas to measure improvements in the quality of women’s lives due
to safe water usage. These could include baseline, mid and end of project surveys;
(viii) Work with the PDA and PIA consultant and assist Safeguards Manager in ensuring the
updates/completion of resettlement plan/s required for the project and implementation of land
acquisition activities including proper valuation based on market prices, coordinating the availability
of government funds with concerned government agencies and preparing the compensation completion report
for ADB’s no-objection prior to civil works;
(ix) Provide support to the Project Manager in ensuring functional grievance redress mechanism has been
established and overseeing the timely resolution of grievances particularly relates to social and gender
issues;
(x) Support the Safeguards Manager in identifying any unanticipated impacts during project
implementation and prepare necessary safeguards documents including update of the resettlement plan or
preparing corrective action plan if there are non-compliances in accordance with ADB SPS;
(xi) Lead work with support from Safeguards Manager on water planning/protection and awareness for
people living on Bonriki Water Reserve.
(xii) Oversee the implementation of the Stakeholder Communication Plan;
(xiii) Work with the CSO undertaking the WASH Community Partnership to develop and implement the
financial literacy training envisaged in the GAP and capacity building with local CSOs partnering to
deliver this training;
(xiv) Support the NGO to conduct a socio-economic survey on arsenal fisheries as envisaged through
environmental due diligence;
(xv) Review and amend GAP to reflect emerging changes of government’s priorities on gender
issues/policies relating to STWSP.
Minimum Qualification Requirements
The Social Development and Gender Specialist (national) will have a minimum degree qualification in
social science, social policy and development, or similar disciplines with at least 3 years of relevant
experience in these areas of either;
(i). Social development with particular expertise in areas of social risk mitigation, gender &
development and capacity development of civil society organizations (CSOs), preferably within island
communities,
OR
(ii). Developing and implementing, monitoring and evaluation frameworks of development projects in water
supply and sanitation, preferably in social development and gender mainstreaming aspects.
Experience and knowledge in implementing and administering social development projects under ADB or
World Bank funding is desirable.
Minimum General Experience: 6 Years
Minimum Specific Experience (relevant to assignment): 3 Years
