Project Summary:

The Monitoring, Evaluation and Learning Support (MELS) activity supports the Mission’s implementation of USAID/South Sudan’s Strategic Framework (2020-2024) through effective monitoring and evaluation (M&E) processes in support of adaptive management and ensuring alignment with the USAID Program Cycle, as well as supporting the Mission’s organizational learning and knowledge management agenda. The MELS Activity serves as the Mission’s primary mechanism for monitoring, evaluation, and learning and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); train and build the capacity of USAID staff with a particular focus on Foreign Service Nationals (FSN); promote institutional memory; produce monitoring, evaluation, learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

Position Summary:

The Water, Sanitation and Hygiene (WASH) and Nutrition Specialist will provide technical advice, assistance, and guidance to USAID/South Sudan Bureau of Humanitarian Affairs (BHA) and implementing partners (IPs) on issues related to WASH and nutrition. The WASH and Nutrition Specialist will significantly inform the Mission of the implementation status and the context relevant to the performance across the USAID/BHA South Sudan portfolio. The Specialist will also play an integral role in the drafting, editing, and overall quality control of Third-Party Monitoring (TPM) reports, studies, and other MELS reporting deliverables related to WASH and nutrition. The Specialist will report to the Deputy TPM Manager.

Responsibilities:

  • Advise OHA and IPs on all technical aspects of WASH and nutrition, ensuring a practical approach to achieving milestones and suggesting ways to improve performance, particularly regarding program performance.
  • Liaise with the IPs to schedule site visits and access monitoring reports.
  • Conduct monitoring visits to determine the extent to which OHA IPs have due diligence in place to provide oversight of the use of OHA resources.
  • Support and provide oversight on data collection, compile performance reports, and convene adaptive learning sessions with the Mission as required.
  • Make recommendations to address WASH and nutrition concerns and inform the OHA strategy for future emergency interventions in regions of South Sudan.
  • Conduct Data Quality Assessments (DQAs) to verify the accuracy of data and needs assessments reported by IPs and other organizations.
  • Support DQAs, including spot-checks for relevant WASH and nutrition activities upon OHA request.
  • Provide daily operational and program support to all WASH and nutrition monitoring activities.

Qualifications:

  • Bachelor’s degree in a field relevant to nutrition/WASH and program management, such as public health, nutrition, and international development is required.
  • Minimum five years of experience in nutrition, WASH, and M&E is required.
  • Experience using computer/data analysis software, including Microsoft Office Suite, Adobe Creative Suite, and database management systems is preferred.
  • Experience with emergency response, recovery, and disaster mitigation programming in post-conflict settings is preferred. 
  • Experience in conducting evaluations or surveys in nutrition and WASH.
  • Experience on past BHA evaluations or surveys is preferred.
  • Experience in carrying out fieldwork in South Sudan preferred.
  • Knowledge of the social, political, and economic factors affecting rural populations in South Sudan is required.
  • Strong technical and management skills to manage the budget resources (dollars and staff) for field monitoring visits and assist and support the team with field logistics and meeting arrangements is preferred.
  • Strong organization and interpersonal skills, including working well with field-based, local staff via telephone and e-mail is required.
  • Ability to deliver a quality written product, such as an Evaluation Report and PowerPoint, is required.
  • Ability to conduct interviews with the ethnic groups targeted by the project’s activities is preferred.
  • Strong writing, presentation, and oral language skills in English are required.
