Work Unit Overview: 

The Floodplain Mapping Unit is responsible for implementing the Montana Floodplain and Floodway Management Act (MCA 76-5) and the 2005 Cooperating Technical Partner (CTP) agreement with the Federal Emergency Management Agency (FEMA).  Provision 76-5-201 requires the Department develop a comprehensive floodplain mapping program and inventory for all watercourses and drainways within Montana.  Through the CTP agreement, the Department prioritizes and performs new floodplain studies and maintenance updates in collaboration with FEMA, primarily under FEMA’s Risk Mapping, Assessment and Planning (Risk MAP) Process.

Job Overview:
The Floodplain Mapping Specialist supports state-of-the-art floodplain mapping and responsible floodplain management throughout the state.  Essential functions include oversight of ongoing flood hazard mapping studies, prioritizing statewide mapping needs under FEMA’s Risk MAP Process, and vital programmatic maintenance.  These duties are performed in close coordination with the other Floodplain Mapping Unit staff. Through a combination of previous experience and on-the-job training, the incumbent will achieve expertise in floodplain study hydrologic and hydraulic analyses methods and modeling, GIS software and databases, and Local, State, & Federal floodplain regulations.  The incumbent will develop this expertise with an emphasis on surface water hydrology.

Minimum Qualifications (Education and Experience):

  • Master’s degree in hydrology, earth science, environmental science, geology, engineering, or water resources.
  • Two years of job-related hydrology and hydraulics experience.
  • Education and experience equivalent and comparable to that specified above may meet job requirements and would be considered on an individual basis.

Preferred Knowledge and Skills:

  • A strong quantitative background in water resources including expertise in the theories, principles, and applications of hydrologic and hydraulic analyses; and associated modeling software (especially USGS’s Bulletin 17-C and USACE’s HEC-RAS).
  • Practical knowledge of field surveying methods and topographic data collection, including LiDAR.
  • Proficiency and experience utilizing GIS software and databases

SPECIAL INFORMATION: Candidates must be eligible to work in the United States.  A valid driver’s license is required with less than 12 conviction points in the most recent completed 36 months.
